The cluster policy in Argentina after the break with neo-developmentism: territorialization of experiences in the pecan and dairy activity

Since the mid-2000s, the Argentine national state disseminates a regional development strategy based on the concept of cluster, which emerges in a neo-developmental context and is maintained after the review and criticism of this type of state involvement. This article reconstructs the continuity of the cluster policy between this two moments to question the persistence of one of its “fundamental faults”: the difficulty in defining the territorialization of the cases it drives. This means a theoretical and methodological challenge that takes two cluster experiences in agricultural productions for case studies: the pecan nut and the dairy. In both cases, on the one hand, it could be observed that the territorialization deployed differs from that presented in the programs, in terms of their scope and their logic. And, on the other hand, it could be noted the limitations that this territorialization has to guarantee the reproduction of regional actors.
