The Lula era, Celso Furtado and a political economy of growth with social inclusion

Resumo: This article aims at helping to better understand the Lula era, a period in which an intense and surprising process of social inclusion took place in Brazil. To this end, elements of Celso Furtado's work are rescued, because in his post-stagnationist phase the relationship between economic growth and income distribution gains greater weight in his analysis and because this relationship and its determinants were at the base of the inclusive process of the Lula era. This process was based on the increase in income anchored to the performance of the labour market, a process linked to economic dynamics. However, it is important to note that such performance depended not only on the magnitude, but above all on the way in which production expanded. It is in the definition of the expansion profile (accumulation pattern) and its influence on the labour market that lie the main determinants of the relationship between growth and distribution, so well mapped out by Furtado.

Para ello, se rescatan elementos de la obra de Celso Furtado, porque en su etapa postestancacionista la relación entre crecimiento económico y distribución de la renta adquiere mayor peso en su análisis y porque esta relación y sus determinantes estuvieron en la base del proceso inclusivo de la era Lula. Este proceso se basó en el aumento de la renta anclado en el desempeño del mercado laboral, un proceso vinculado a la dinámica económica. Sin embargo, es importante señalar que ese desempeño dependía no sólo de la magnitud, sino sobre todo de la forma en que se expandía la producción. Es en la definición del perfil de expansión (patrón de acumulación) y su influencia en el mercado laboral donde residen los principales determinantes de la relación entre crecimiento y distribución, tan bien trazada por Furtado.  Cet article vise à aider à mieux comprendre l'ère Lula, une période au cours de laquelle un processus intense et surprenant d'inclusion sociale a eu lieu a Brésil. À cette fin, des éléments du travail de Celso Furtado sont sauvés, car dans sa phase post-stagnationniste, la relation entre la croissance économique et la distribution des revenus prend plus de poids dans son analyse et parce que cette relation et ses déterminants étaient à la base du processus d'inclusion de l'ère Lula. Ce processus reposait sur l'augmentation des revenus ancrée dans les performances du marché du travail, un processus lié à la dynamique économique. Toutefois, il est important de souligner que cette performance dépendait non seulement de l'ampleur, mais surtout de la manière dont la production s'est développée. C'est dans la définition du profil d'expansion (modèle d'accumulation) et son influence sur le marché du travail que résident les principaux déterminants de la relation entre croissance et distribution, si bien décrite par Furtado.Este artigo visa ajudar a compreender melhor a Era Lula, um período em que ocorreu um intenso e surpreendente processo de inclusão social no Brasil. Para tal, são resgatados elementos da obra de Celso Furtado, porque em sua fase pós-estagnacionista a relação entre crescimento econômico e distribuição de renda ganha maior peso na sua análise e porque essa relação e os seus determinantes estiveram na base do processo inclusivo da Era Lula. Esse processo se baseou no aumento da renda ancorado no desempenho do mercado de trabalho, um processo claramente vinculado à dinâmica econômica. Porém, é importante destacar que tal desempenho vinculou-se não só à magnitude, mas sobretudo à forma como se expandiu a produção.
