The labour market in France (2008-2018): global imbalance, segmentation and flexibilisation

Resumo: The great recession hit France with relatively low intensity, but the economy then experienced only a weak and late recovery. Despite the slowdown in productivity, the unemployment rate remained high, as did the various forms of underemployment. The recession accentuated the creation of short-term jobs and increased wage inequalities. Employment policy, which traditionally gave priority to the most disadvantaged groups in the labour market, began to prioritize the reduction of the cost of labour for business. The reforms of labour institutions mainly affected, in the first place, the representativeness of unions and employers' federations and the conditions of validity of collective agreements; secondly, the hierarchy of employment relationship rules; thirdly, the modes of representation of employees in the firm; fourthly, the conditions for termination of the employment contract.

A pesar de la desaceleración de la productividad, la tasa de desempleo continuó alta, así como las diversas formas de subempleo. La recesión acentuó la creación de empleos de corta duración y aumentó las desigualdades salariales. La política de empleo, que tradicionalmente daba prioridad a los grupos más desfavorecidos en el mercado de trabajo, comenzó a priorizar la reducción del coste del trabajo para las empresas. Las reformas de las instituciones laborales afectaron principalmente, en primer lugar, a la representatividad de los sindicatos y de las federaciones patronales y las condiciones de validez de las convenciones colectivas; en segundo lugar, la jerarquía de las normas de la relación de empleo; en tercer lugar, los modos de representación de los empleados en la empresa; en cuarto lugar, las condiciones de rescisión del contrato de trabajo.La grande récession a relativement peu frappé la France mais le pays n’a connu ensuite qu’une reprise faible et tardive. Malgré le ralentissement de la productivité, le taux de chômage reste élevé ainsi que les différentes formes de sous-emploi. La récession a accentué le développement des emplois de très courte durée et, de ce fait, des inégalités de revenu salarial. La politique de l’emploi, qui traditionnellement donnait priorité aux catégories les plus défavorisées sur le marché du travail, a connu un redéploiement de ses ressources en faveur des mesures d’abaissement du coût du travail pour les entreprises.
