Executive-legislative relationship in brazilian coalition presidentialism: the agenda of the government Dilma Rousseff (2011 - 2016)

Resumo: The impeachment process of former President Dilma Rousseff (PT) and the political uncertainties for the coming years have rescued the debate on the Brazilian institutional design, especially regarding the Executive-Legislative relationship and the cost that the Executive would have to approve its agenda in front of the Legislature. For some, the mix between presidentialism and multi-party system leads to a difficult equation dilemma. Others point to the capacity of the Brazilian institutional arrangement to produce decisions through mechanisms of cooperation and conflict resolution. The debate, therefore, remains open. The purpose of this article is to feed the discussions on the executive agenda through a study of the legislative proposals initiated by Dilma Rousseff’s administration between January 2011 and May 11, 2016 (the removal of the former president happened on 12 May). We analyzed 341 proposals, distributed in: Provisional Measures (MPV), Constitutional Amendment Proposals (PEC), Law Projects (PL) and Complementary Law Projects (PLP). We also take into account the nature of the propositions, the success rate, the processing time and the use of the presidential veto.

Para algunos, la mezcla entre presidencialismo y multipartidismo lleva a un dilema difícil. Otros señalan la capacidad del arreglo institucional brasileño para producir decisiones a través de mecanismos de cooperación y resolución de conflictos. El debate, por lo tanto, permanece abierto. El propósito de este artículo es alimentar las discusiones sobre la agenda del Ejecutivo a través de un estudio de las propuestas legislativas iniciadas por el gobierno de Dilma Rousseff entre enero de 2011 y el 11 de mayo de 2016 (la destitución del ex presidente ocurrió el 12 de mayo) . Se analizaron 341 propuestas, distribuidas en: Medidas Provisionales (MPV), Propuestas de Enmienda Constitucional (PEC), Proyectos de Ley (PL) y Proyectos de Ley Complementaria (PLP). También tomamos en consideración la naturaleza de las propuestas, la tasa de éxito, el tiempo de procesamiento y el uso del veto presidencial. O processo de impeachment da ex-presidente Dilma Rousseff (PT) e as incertezas políticas para os próximos anos resgataram o debate sobre o desenho institucional brasileiro, em especial no que diz respeito à relação Executivo-Legislativo e o custo que o Executivo teria para aprovar a sua agenda frente ao Legislativo. Para alguns, a mistura entre presidencialismo e multipartidarismo leva a um dilema de difícil equação. Outros apontam a capacidade do arranjo institucional brasileiro em produzir decisões mediante a mecanismos de cooperação e resolução de conflito. O debate, portanto, continua em aberto. O objetivo deste artigo é alimentar as discussões sobre a agenda do Executivo por meio de um estudo das proposições legislativas iniciadas pelo governo Dilma Rousseff entre janeiro de 2011 a 11 de maio de 2016 (o afastamento da ex-presidente aconteceu no dia 12 de maio). Foram analisadas 341 proposições, distribuídas em: Medidas Provisórias (MPV), Propostas de Emenda Constitucional (PEC), Projetos de Lei (PL) e Projetos de Lei Complementar (PLP).
