| Resumo: | The purpose of this text is to contribute to the debate on budget cuts at the State University of Campinas proposed by the rectory in 2016. It is intended to reflect on such contingency in the light of the budget structure in general. First, it presents the current funding framework for the Public University, and particularly for Unicamp. Then, this framework is discussed in view of the more general tax structure and the resolution solutions presented for the budget deficit. We seek here to think about these budget cuts, relating them to the current economic situation, without losing sight of the structure of public university education funding. With this reflection, we intend to bring more subsidies to the debate without giving up the demands in favor of financing policies and a democratic teaching project and at the service of the public. |

Se pretende reflexionar sobre dicha contingencia a la luz de la estructura presupuestaria en general. En primer lugar, presenta el marco actual de financiación de la Universidad Pública y, en particular, de la Unicamp. Luego, se discute este marco en vista de la estructura tributaria más general y las soluciones de resolución presentadas para el déficit presupuestario. Buscamos aquí pensar en estos recortes presupuestarios, relacionándolos con la situación económica actual, sin perder de vista la estructura de financiación de la educación universitaria pública. Con esta reflexión pretendemos traer más subvenciones al debate sin renunciar a las demandas a favor de políticas de financiación y un proyecto de enseñanza democrático y al servicio de la ciudadanía.O objetivo deste texto é contribuir para o debate sobre os cortes no orçamento da Universidade Estadual de Campinas propostos pela reitoria no ano de 2016. Pretendese refletir sobre tal contingenciamento à luz da estrutura orçamentária em geral. Primeiro, apresenta-se o quadro atual do financiamento da Universidade Pública, e, particularmente, da Unicamp. Em seguida, discute-se esse quadro tendo em vista a estrutura tributária mais geral e das soluções de resolução apresentadas para o déficit orçamentário. Buscamos aqui pensar esses cortes no orçamento relacionando-os à atual conjuntura econômica, sem perder de vista a estrutura do financiamento do ensino universitário público.
