Petrobras’ procurement policy: the case of P-51

Resumo: Petrobras is a company whose technological expertise is internationally recognized. As it is a firm related to the Brazilian government, and considering the local content policy adopted in the country a few years ago, it is clear the importance of studies aiming to investigate the results of this policy. The purpose of this article is precisely this, based on a detailed study on the P-51 platform. The literature on technological learning is used for creating a typology on government procurement policy as well as an analytical framework for assessing the technological learning in projects of oil platforms. The analysis of P-51 platform is based on information collected from interviews with Petrobras and its main suppliers. Field research suggests that the impacts of Petrobras’ purchasing policy, with respect to the P-51 project, focused on basic learning.

Por se tratar de uma empresa ligada ao governo brasileiro, o qual, há alguns anos, a tem impelido a praticar uma política de conteúdo local, salta aos olhos a importância de estudos que visem a investigar os resultados dessa política. O objetivo deste artigo é justamente esse, com base em um estudo detalhado acerca da plataforma P-51. A literatura sobre aprendizagem tecnológica é utilizada para a criação de uma tipologia sobre a política de compras governamentais, bem como de um quadro analítico para avaliar a aprendizagem tecnológica em projetos de plataformas petrolíferas. A análise da plataforma P-51 se baseia em informações coletadas a partir de entrevistas com a Petrobras e seus principais fornecedores.
