Public policy for the LGBTIQ Group: a study on Brazilian administrations 1995-2010

A historical overview with regard to human rights and LGBTIQ inclusion within the context of Brazilian public policies is provided at legislation, executive and judiciary levels for the administrations Fernando Henrique Cardoso and Luiz Inácio Lula da Silva. Research is based on the international context for the inclusion of protection laws in favor of the LGBTIQ community. The composition of public policies within the Brazilian scenario is investigated based on legislation projects, court decisions and policies applied by the executive for the LGBTIQ group. The main issue is whether there is an adaptation of the groups´ vindication to policies applied by the government and to the agenda proposed by the courts and by parliament. Results show that, among the periods analyzed, the Lula administration was the sole government that established public policies for the group under analysis. The comparative method, statistics, deduction and historical investigations were methods employed for discussion.
