Resumo: Public policies for children and young people are analyzed. Effects generated by the process of dismissal of young people from the Brazilian Institutional Reception System on their eighteenth birthday are investigated. As a rule, the vulnerability of young people in Brazil is ignored and there is a lack of public policies to provide eventual help at their dismissal from the system and to contribute towards self-sustenance. Methodology comprises qualitative empirical research based on literature review on the respective theme and analysis of documents related to Institutional Reception Services. Current article will be a contribution to legal sociology and towards the creation of new perspectives for the development of state protection for young people dismissed by the system. It will guarantee fundamental rights such as housing, food, work and others. The absence and ineffectiveness of projects, resources and social public policies offered to young people to guarantee fundamental rights victimize Brazilian society within an impoverished socio-juridical-political system.

En el presente estudio se investiga las políticas públicas destinadas a la infancia y juventud; se buscan los efectos generados con el proceso de desconexión de los jóvenes-adolescentes junto al Sistema Institucional de Acogida Brasileño, considerando la desconexión frente a la mayoridad civil, con 18 años. Sucede que los rumores de la vulnerabilidad de la juventud en Brasil son ignorados, necesitando de políticas públicas para la oferta de eventual ayuda a los egresos del sistema, con la finalidad de contribuir para el auto sustento. Para debatir la cuestión, se utilizó de la metodología de investigación empírica cualitativa, en la cual se abarcan los métodos de revisión de la literatura sobre la respectiva temática y análisis de documentos relativos a los Servicios de Acogida Institucional. Con el artículo, esperamos contribuir con la ciencia empírica de la sociología jurídica y en la crianza de nuevas perspectivas para el desarrollo de la protección estatal a los egresos del sistema, así garantizando derechos fundamentales como vivienda, alimentación, trabajo, entre otros. Se concluye por la ausencia e ineficacia de proyectos, recursos y políticas públicas sociales ofrecido a público para garantizar derechos fundamentales, victimización de la sociedad brasileña más una vez en un sistema socio jurídico-político empobrecido. O presente estudo investiga as políticas públicas destinadas à infância e juventude; buscam-se os efeitos gerados com o processo de desligamento dos jovens-adolescentes junto ao Sistema Institucional de Acolhimento Brasileiro, considerando o desacolhimento frente à maioridade civil, com 18 anos de idade. Ocorre que os rumores da vulnerabilidade da juventude no Brasil são ignorados, carecendo de políticas públicas para o oferecimento de eventual auxílio para os egressos do sistema, a fim de contribuir para o autossustento. Para debater a questão, utilizou-se da metodologia de pesquisa empírica qualitativa, no qual se abrangem os métodos de revisão da literatura sobre a respectiva temática e análise de documentos relativos aos Serviços de Acolhimento Institucional. Com o artigo, esperamos contribuir com a ciência empírica da sociologia jurídica e na criação de novas perspectivas para o desenvolvimento da proteção estatal aos egressos do sistema, assim garantindo direitos fundamentais como moradia, alimentação, trabalho, entre outros. Conclui-se pela ausência e ineficácia de projetos, recursos e políticas públicas sociais oferecido ao público para garantia de direitos fundamentais, vitimizando a sociedade brasileira mais uma vez em um sistema sociojurídico-político empobrecido.
