Notes for a discussion on participation as a principle from a democratic theory

In this article we review some aspects of participation and incorporation of institutional as well as discuss some possibilities of its implementation, particularly evaluating its improvement from a new grammar which raises the stake to a larger degree of incorporation. Inserted in a context of democracy and related public policies, we evaluated a number of perspectives in which participation has been used and ruled a new concept in theoretical and interdisciplinary scientific discussion that suggests the participation and management in the interpretation of constitutional process. The exploration of classical concepts on principles, rules and standards are justified in breaking with rhetorical concepts that links participation to some participatory mechanisms. We found that participation as a principle overcomes the understanding of law-legal or constitutional guarantee to a reading of validity as the beginning and / or value, or a paradigmatic reconstruction, to the extent that institutions already contain the participation as a means and not as a concession. The theoretical and institutional limitations occur in the order of democracy and its limits, but does not preclude participation of this new place, on the contrary, the perfect place institutions and theories in the state of democracy.
