The need for municipal environmental policies and popular participation to curb cockfighting

The article points out the lack of public policies at the local level before an environmental problem in the Northeast: the cockfights. We notice that greater efficiency is needed in control by managers of municipalities, on the basis that most actions to curb these practices and operations that closed local arenas do not count with the participation of municipal environmental agencies, and that is need help for greater popular participation in the audit. The space-time is the state of Rio Grande do Norte, from 2010 to 2012. The objective of this research is to demonstrate that the city has the legal authority to control cockfighting, and therefore the duty of all spheres of government as well as civil society, cooperating with environmental preservation. Are used as instruments to bibliographic and documentary research, with analysis of the applicable law. Also rose secondary data in the organs that carry out combat operations to cock fights in the state. From these procedures, it is concluded that there are obligations on the part of managers to curb practices which may constitute cruelty to the roosters.
