Access broadly, continuous and efficient public services and outpatient hospital provided under public policies developed by the National Health System for the purpose of completion of supply of goods and utilities necessary for the enjoyment of the public right to health is the theme is put into debate. Analysis begins with the evolution of the protection of the right to health in the Brazilian State and comparative perspective. Then concentrate the search in the 1988 Constitution and public policy, promotion, protection and recovery and their coordination on a regional and hierarchical network in the Unified Health System. Finally, the work correlates the integrated care, including pharmaceutical with access to inpatient and outpatient public services that should be provided to ensure the goods and utilities necessary for enjoyment of the right to health.
