Resumo: The work discusses the intergovernmental method adopted by the negotiators of Mercosur and its consequences for the development of the integration process. In this context, it examines the question of a possible reform of the Protocol of Ouro Preto, particularly from the point of view of the impact of the creation of the Parliament of Mercosur on the bloc’s institutional framework .
