Analysis of impacts on soil use and occupation associated with possible Itabiruçu dam break, Itabira (MG)

Resumo: The process of beneficiation of minerals generates as a byproduct the tailings, usually disposed in containment dams, which may have a high potential associated risk, causing significant environmental impacts when these structures rupture. Therefore, in 2010, the National Dam Safety Policy was created, which has as one of its instruments the Mining Dams Emergency Action Plan (PAEBM). In the municipality of Itabira (MG) there is an important mining complex, where part of the waste generated during the processing of iron ore is deposited in the Itabiruçu Dam. Thus, this research aimed to examine the PAEBM of this structure, characterizing the flood spot resulting from its possible disruption, and analyze the likely impacts on land use and occupation. For this, the documentary research was used, based on satellite image analysis, the Itabiruçu Dam PAEBM and the map containing the flood spot. With these data, it was possible to identify that the stain resulting from a possible dam rupture would occupy an area of 8.9 km2 of the municipality, including along its route 13.2% of the urban perimeter and 67.6% of the pasture areas, thus causing both environmental and socioeconomic impacts. In addition, it was found that the implemented warning system did not reach in all respects the decibels required by legislation. Thus, it is recommended the development of new research directed to the creation of more efficient alerting techniques and the elimination or minimization of the impacts resulting from an eventual disruption.

Por lo tanto, en 2010, se creó la Política Nacional de Seguridad de Presas, que tiene como uno de sus instrumentos el Plan de Acción de Emergencia para Presas Mineras (PAEBM). En el municipio de Itabira (MG) hay un importante complejo minero, donde parte de los desechos generados durante el procesamiento del mineral de hierro se depositan en la presa de Itabiruçu. Por lo tanto, esta investigación tuvo como objetivo examinar el PAEBM de esta estructura, caracterizando el punto de inundación resultante de su posible interrupción y analizar los posibles impactos en el uso y la ocupación de la tierra. Para esto, se utilizó la investigación documental, basada en análisis de imágenes satelitales, la represa de Itabiruçu PAEBM y el mapa que contiene el punto de inundación. Con estos datos, fue posible identificar que la mancha resultante de una posible ruptura de la presa ocuparía un área de 8.9 km2 del municipio, incluyendo a lo largo de su ruta el 13.2% del perímetro urbano y el 67.6% de las áreas de pastoreo, causando impactos tanto ambientales como socioeconómicos. Además, se encontró que el sistema de advertencia implementado no alcanzó en todos los aspectos los decibelios requeridos por la legislación. Por lo tanto, se recomienda el desarrollo de nuevas investigaciones dirigidas a la creación de técnicas de alerta más eficientes y la eliminación o minimización de los impactos resultantes de una eventual interrupción.O processo de beneficiamento dos minerais gera como subproduto os rejeitos, geralmente dispostos em barragens de contenção, que podem possuir um alto risco potencial associado, provocando significativos impactos ambientais quando há ruptura dessas estruturas. Por isso, em 2010, foi criada a Política Nacional de Segurança de Barragens, que tem como um dos seus instrumentos o Plano de Ação de Emergência para Barragens de Mineração (PAEBM). No município de Itabira (MG) há um importante complexo minerador, em que parte do rejeito gerado durante o beneficiamento do minério de ferro é depositado na Barragem de Itabiruçu. Assim, esta pesquisa objetivou examinar o PAEBM dessa estrutura, caracterizando a mancha de inundação decorrente de seu possível rompimento, e analisar os prováveis impactos no uso e ocupação do solo. Para isso, foi utilizada a pesquisa documental, a partir da análise de imagens de satélite, do PAEBM da Barragem do Itabiruçu e do mapa contendo a mancha de inundação. Com estes dados, foi possível identificar que a mancha resultante de uma possível ruptura da barragem ocuparia uma área de 8,9 km2 do município, incluindo ao longo do seu percurso 13,2% do perímetro urbano e 67,6% das áreas de pastagem, originando assim impactos tanto ambientais quanto socioeconômicos. Além disso, foi constatado que o sistema de alerta implantado não alcançou em todos os pontos os decibéis exigidos pela legislação.
