Distance Education or Emergency Remote Educational Activity: in search of the missing link of school education in times of COVID-19

Resumo: The objectives of this article are to describe, compare and distinguish the main characteristics between Distance Education (DE) and Emergency Remote Educational Activity, in order to deconstruct possible confusions between these two concepts. For this purpose, a qualitative study was conducte dinvolving case study about the resolutions of pedagogical actions of the institutions of basic and higher education in Ceará in the face of the social isolation caused by COVID-19. Initially, the various terminologies on DE were described, on their specific legislation and their particular characteristics. Then it was defined what would be the so-called Emergency Remote Educational Activity in face of the pandemic of the disease called COVID-19, in the face of the Brazilian reality, presenting the results of the case study in public institutions in Ceará in the period of April 2020. As final considerations it is stated that emergency remote educational activities are not configured as distance education, due to a series of factors ranging from legislation, planning, investments in structure to the training of teachers for the use of digital technologies in education. It emphasize that any implementation of an educational modality must have as a starting point the quality of student learning.

Luego se definió lo que sería la llamada Actividad Educativa Remota de Emergencia ante la pandemia de la enfermedad llamada COVID-19, frente a la realidad brasileña que presenta los resultados del estudio de caso en instituciones públicas de Ceará en el período de abril de 2020. Como consideraciones finales Se afirma que las actividades educativas remotas de emergencia no están configuradas como educación a distancia, debido a una serie de factores que van desde la legislación, la planificación, las inversiones en estructura hasta la capacitación de docentes para el uso de tecnologías digitales en la educación. Hacemos hincapié en que cualquier implementación de una modalidad educativa debe tener como punto de partida la calidad del aprendizaje de los estudiantes.Descrever, comparar e distinguir as principais características entre Educação a Distância (EaD) e atividade educacional remota emergencial, com vistas a desconstruir possíveis confusões entre esses dois conceitos, são os objetivos deste artigo. Tratamos de fazer um estudo exploratório, de natureza qualitativa, e um estudo de caso sobre as resoluções de ações pedagógicas das instituições de ensino básico e superior do Ceará frente ao isolamento social causado pela COVID-19. Inicialmente, descrevemos as diversas terminologias sobre EaD, sobre a sua legislação específica e suas características particulares. Em seguida, definimos o que seria a denominada atividade educacional remota emergencial frente à pandemia da doença denominada COVID-19, diante da realidade brasileira, apresentando os resultados do estudo de caso em instituições públicas do Ceará no período de abril de 2020. Como considerações finais, afirmamos que as atividades educacionais remotas emergenciais não se configuram como EaD, por uma série de fatores que vão desde a legislação, o planejamento e os investimentos em estrutura até a formação de professores para usos de tecnologias digitais na educação.
