Resumo: The present study aimed to strategically analyze the implementation of an intermunicipal public consortium for the integrated management of solid waste (CPIGRS) between two municipalities in Amazonas State, considering the technical, economic, environmental, social and political dimensions. The research is descriptive in terms of objectives, bibliographic, documentary and field regarding procedures and a qualitative and quantitative approach. The data were obtained through the application of online questionnaires, forms, in semi-structured interviews and preparation of technical maps. Indicators were defined for the evaluation of the implementation of CPIGRS, with the adoption of the Delphi Method, and at the end of the consultations, 30 indicators were defined. Subsequently, the areas for the possible construction of landfills were delimited and the costs that each municipality would have had to be raised if an embankment were constructed in an isolated and intercropped manner. After analyzing the dimensions related to CPIGRS and classifying them in the defined indicators, the municipalities showed a viability of 94.4%. The study revealed that there are benefits in the five dimensions if CPIGRS is implemented. However, it is emphasized that the economic and political dimensions may be responsible for the failure to implement consortia in the State, mainly for maintaining a high value for the construction of a landfill as well as for the lack of priority for municipal managers to equalize the problems of waste in their respective municipalities.

La investigación es descriptiva en cuanto a objetivos, bibliográfica, documental y de campo relacionada con los procedimientos y un enfoque cualitativo y cuantitativo. Los datos se obtuvieron mediante la aplicación de cuestionarios online, formularios, en entrevistas semiestructuradas y elaboración de mapas técnicos. Se definieron indicadores para la evaluación de la implementación del CPIGRS, con la adopción del Método Delphi, y al final de las consultas se definieron 30 indicadores. Posteriormente, se delimitaron las áreas para la posible construcción de rellenos sanitarios y los costos que habría tenido que subir cada municipio si se construyera un terraplén de manera aislada e intercalada. Después de analizar las dimensiones relacionadas con CPIGRS y clasificarlas en los indicadores definidos, los municipios mostraron una viabilidad del 94,4%. El estudio reveló que existen beneficios en las cinco dimensiones si se implementa CPIGRS. Sin embargo, se enfatiza que la dimensión económica y política puede ser responsable de la falta de implementación de los consorcios en el Estado, principalmente por mantener un alto valor para la construcción de un relleno sanitario así como por la falta de prioridad de los administradores municipales para igualar los problemas de residuos en sus respectivos municipios.O presente estudo teve como objetivo analisar estrategicamente a implantação de um consórcio público intermunicipal para a gestão integrada dos resíduos sólidos (CPIGRS) entre dois municípios do Amazonas, considerando as dimensões técnica, econômica, ambiental, social e política. A pesquisa é de caráter descritivo quanto aos objetivos, bibliográfica, documental e de campo quanto aos procedimentos e de abordagem quali-quantitativa. Os dados foram obtidos com a aplicação de questionários online, formulários, em entrevistas semiestruturadas e elaboração de mapas técnicos. Foram definidos indicadores para a avaliação da implantação de CPIGRS, com adoção do Método Delphi, e ao término das consultas foram definidos 30 indicadores. Posteriormente, foram delimitadas as áreas para a possível construção dos aterros sanitários e levantados os custos que cada município teria se construísse um aterro de forma isolada e consorciada. Após análise das dimensões relativas ao CPIGRS e classificando-os nos indicadores definidos, os municípios apresentaram viabilidade de 94,4%. O estudo revelou que existem benefícios nas cinco dimensões caso seja implantado o CPIGRS.
