Analysis of the verticalization of health services: an exploratory study on the supplementary health production system in Brazil

Resumo: | The Health System in Brazil is divided into Public System and Private or Supplementary System. The health system is considered supplementary because it markets health plans and sells services already covered by the public system, called the Universal Health System (SUS), offering some additional elements. In order to answer the research question “Is verticalization feasible when outsourcing health services?” We will use the multiple case study. The research leads us to conclude that verticalization may be more viable due to the outsourcing of health services, once the costs with the own network become lower than the costs with the accredited network. Mainly regarding MatMed and OPME costs, whose percentage difference is 30% for the different networks. |

El sistema de salud se considera complementario porque comercializa planes de salud y vende servicios ya cubiertos por el sistema público, llamado Sistema Universal de Salud (SUS), que ofrece algunos elementos adicionales. Para responder a la pregunta de investigación "¿Es factible la verticalización cuando se subcontratan los servicios de salud?" Utilizaremos el estudio de caso múltiple. La investigación nos lleva a concluir que la verticalización puede ser más viable debido a la externalización de servicios de salud, una vez que los costos con la propia red se vuelven más bajos que los costos con la red acreditada. Principalmente con respecto a los costos de MatMed y OPME, cuya diferencia porcentual es del 30% para las diferentes redes.O Sistema de Saúde no Brasil está dividido em Sistema Público e Sistema Privado ou Suplementar. O sistema de saúde é considerado suplementar, porque comercializa planos de saúde e vende serviços já cobertos pelo sistema público, denominado Sistema Universal de Saúde (SUS), oferecendo alguns elementos adicionais. Com o objetivo de responder à questão de pesquisa: “É viável a verticalização face a terceirização da prestação de serviços de saúde?” utilizaremos o estudo de casos múltiplos. A pesquisa nos leva a concluir que a verticalização pode ser mais viável face a terceirização da prestação de serviços de saúde, a partir do momento em que os custos com a Rede Própria passam a ser menores que os custos com a Rede Credenciada.
