Policies for professional education and the influence of international organizations: points and counterpoints on education for workers in Brazil

Resumo: | The article aims to highlight the policies adopted for the provision of professional education in Brazil and the influence exerted by international organizations in the context from the 1990s onwards. Methodologically, the research is inspired by the dialectic perspective, the qualitative approach and exploratory research. . The research instruments developed were a bibliographic review on the concepts pointed out by the theorization of the field of professional education (Frigotto, 1989; Ferretti, 2018; Germano, 2002; Moura, 2014; Tavares 2005; 2015) and documentary research through the study of norms (Federal Decrees 2.208 / 1997 and 5.154 / 2004) that regulate professional education in Brazil. Among the results, we emphasize that international organizations act as institutions that announce the philosophical, material and technical horizons of educational policy, configuring conservative policies. Furthermore, we argue that hegemonic capitalist thinking impacts on professional education through minimal and reductionist curricula, essentially committed to the acquisition of technical and unilateral skills for the working class, detached from the concept of integrated high school and transformative education. |

Metodológicamente, la investigación se inspira en la perspectiva dialéctica, el enfoque cualitativo y la investigación exploratoria. . Los instrumentos de investigación desarrollados fueron una revisión bibliográfica sobre los conceptos señalados por la teorización del campo de la educación profesional (Frigotto, 1989; Ferretti, 2018; Germano, 2002; Moura, 2014; Tavares 2005; 2015) y la investigación documental a través del estudio de normas. (Decretos federales 2.208 / 1997 y 5.154 / 2004) que regulan la educación profesional en Brasil. Entre los resultados, destacamos que las organizaciones internacionales actúan como instituciones que anuncian los horizontes filosóficos, materiales y técnicos de la política educativa, configurando políticas conservadoras. Además, sostenemos que el pensamiento capitalista hegemónico tiene un impacto en la educación profesional a través de currículos mínimos y reduccionistas, esencialmente comprometidos con la adquisición de habilidades técnicas y unilaterales para la clase trabajadora, ajenos al concepto de escuela secundaria integrada y educación transformadora.O artigo tem por objetivo ressaltar as políticas adotadas para a oferta da educação profissional no Brasil e a influência exercida pelos organismos internacionais no contexto a partir dos anos 1990. Metodologicamente, a pesquisa se inspira na perspectiva dialética, na abordagem qualitativa e na pesquisa tipo exploratória. Os instrumentos de pesquisa desenvolvidos foram revisão bibliográfica sobre os conceitos apontados pela teorização do campo da educação profissional (Frigotto, 1989; Ferretti, 2018; Germano, 2002; Moura, 2014; Tavares 2005; 2015) e pesquisa documental por meio do estudo de normativas (Decretos Federais 2.208/1997 e 5.154/2004) que regulamentam a educação profissional no Brasil. Dentre os resultados, realçamos que os organismos internacionais atuam como instituições que anunciam os horizontes filosóficos, materiais e técnicos da política educacional configurando políticas de cunho conservador.
