Analysis of the progress, constraints and challenges of the agrarian program "Sustenta" in Mozambique

Resumo: | The Agricultural and Natural Resource Landscape Management Project (Sustenta), whose first phase was launched in 2017 and the second in 2020, is an integrated rural development and poverty alleviation program that aims to improve the quality of life of rural families through the promotion of sustainable agriculture. Since the program was launched in 2017, there has been no participatory evaluation and, above all, with the involvement of local communities and civil society organizations. As well as there are no studies that have already been developed for analyzing the sustainability of the Program. Therefore, this research aimed to analyze the economic sustainability of this program. The study was based on an exploratory study and statistical analysis. In relation to the areas, production and agricultural income registered, it was found that the results obtained did not result in significant increases in production and productivity. The biggest constraints of the program are related to the lack of transparency in the selection of beneficiaries, monitoring and evaluation of the program, the lack of accessible agricultural infrastructure and communication routes in most rural areas and the lack of guarantee of availability of funds for the fulfillment of the program's goals by the year 2024. As a result, the program's sustainability is at risk. In this perspective, the promotion of a participatory evaluation is suggested; the mobilization of resources for the effective fulfillment of the program and greater dissemination of the program. |

Desde que se puso en marcha el programa en 2017, no se ha realizado una evaluación participativa y, sobre todo, con la implicación de las comunidades locales y organizaciones de la sociedad civil. Así como tampoco existen estudios que ya se hayan desarrollado con miras a analizar la sostenibilidad del Programa. Por tanto, esta investigación tuvo como objetivo analizar la sostenibilidad económica de este programa. Para ello, el estudio se basó en un estudio exploratorio y análisis estadístico. Según los resultados, no hubo un aumento significativo en la producción y la productividad. Las mayores limitaciones del programa están relacionadas con la falta de transparencia en la selección de beneficiarios, seguimiento y evaluación del programa, la falta de infraestructura agrícola y vías de comunicación accesibles en las zonas rurales y la falta de garantía de disponibilidad de fondos para el cumplimiento de los objetivos del programa para 2024. Como resultado, la sostenibilidad del programa está en riesgo. En esta perspectiva, se sugiere la promoción de una evaluación participativa; mayor difusión del programa y movilización de recursos para alcanzar los objetivos del programa.O Sustenta, cuja primeira fase foi lançada em 2017 e a segunda em 2020, é um programa de integração da agricultura familiar em cadeias de valores produtivas, com vista ao melhoramento da qualidade de vida das famílias rurais através da promoção da agricultura sustentável em Moçambique. Desde que o programa foi lançando em 2017, não houve avaliação participativa e, sobretudo, com o envolvimento das comunidades locais e organizações da sociedade civil. Bem como não há estudos que já foram desenvolvidos com vista a analisar a sustentabilidade do Programa. Assim sendo, esta pesquisa teve como objetivo analisar a sustentabilidade económica deste programa. Para tal, o estudo baseou-se em um estudo exploratório e análise estatística. De acordo com os resultados, não houve um aumento significativo da produção e produtividade. Os maiores constrangimentos do programa estão relacionados com a falta de transparência na seleção dos beneficiários, monitoria e avaliação do programa, com a inexistência de infraestruturas agrícolas e de vias de comunicação acessíveis nas áreas rurais e com a falta de garantia de disponibilidade de fundos para o cumprimento das metas do programa até 2024. Com isso, a sustentabilidade do programa está em risco.
