Resumo: The study aims to elucidate the changes promoted by MEC in Brazilian higher education, bringing them closer to the discussions about regional development. To achieve this purpose, it describes three specific changes in higher education, such as its aims, the number of vacancies increased in countryside; and the regulation process of educational institutions from the Federal State. Thereby, it’s connecting different authors’ ideas about regional development in Brazil. Throughout a bibliographic and documentary research, in an exploratory level, it concludes that those changes mentioned are prescribed by leading authors. This research results bring the hypothesis about the influence of such events in regional development.

This research results bring the hypothesis about the influence of such events in regional development.El estudio tiene como objetivo dilucidar los cambios promovidos por el Ministerio de Educación en la educación superior brasileña, acercándolos a las discusiones sobre el desarrollo regional. Con este fin, se describen tres cambios específicos en la educación superior, el primero relacionado con la concepción del Ministerio de Educación sobre el propósito de la educación superior, el proceso de internalización de las vacantes y el movimiento de regulación de las instituciones educativas por parte del Estado, confrontarlos con las ideas de los principales autores que se ocupan del desarrollo regional en Brasil. A través de una investigación exploratoria bibliográfica y documental, se concluye que tales cambios están en línea con las prescripciones encontradas en la literatura sobre desarrollo regional. El resultado del estudio refleja la influencia de tales eventos en el desarrollo local y regional.O estudo tem por objetivo elucidar as mudanças promovidas pelo Ministério da Educação no ensino superior brasileiro, aproximando-as das discussões sobre o desenvolvimento regional. Para tanto, são descritas três mudanças específicas ocorridas no ensino superior, sendo a primeira relacionada à concepção do Ministério da Educação sobre a finalidade do ensino superior, o processo de interiorização da oferta de vagas e o movimento de regulação das instituições de ensino pelo Estado, confrontando-as com as ideias dos principais autores que tratam do desenvolvimento regional no Brasil. Por meio de uma pesquisa bibliográfica e documental, em nível exploratório, conclui-se que tais mudanças são aderentes às prescrições encontradas na literatura sobre o desenvolvimento regional.
