Crisis of Capital, Austerity and Education in Brazil

Resumo: The aim of this article is to analyze how the austerity policies were taken, in Brazil and in others countries, as the main strategy of overcome of effects unleashed for the global crisis of capital occurred in 2008, and how the adoption of these measures impacted at many social sections, in the spotlight the Education. Statistical datas were used for this task from Central Bank and also Transparency Portal, besides the bibliographic review that listed authors as Antunes (2015); Blyth (2017); Carcanholo (2010) and Rossi et al. (2019). The performed study indicated that the austerity process in Brazil reached particular outlines in relation to others countries and that process failed to get the promised economic development. Also it was verified that the austerity surpasses ephemeral policies of fiscal retraction, featuring as a pillar of neoliberalism at its current stage of development. In Education, the fiscal retraction represents a obstacle to the overcome of historical inequalities and puts in check structuring state policies of the section.

In Education, the fiscal retraction represents a obstacle to the overcome of historical inequalities and puts in check structuring state policies of the section.El presente artículo tiene como propósito analizar cómo las políticas de austeridad se tomaron, en Brasil y en otros países, como la principal estrategia de superación de los efectos desencadenados por la crisis global del capital que ocurrió en 2008, y cómo la adopción de estas medidas impactó en los varios sectores sociales, con destaque para la educación. Para esta tarea, se utilizaron datos estadísticos del Banco Central y también del Portal de Transparencia, además de la revisión bibliográfica que enumeró autores como Antunes (2015); Blyth (2017); Carcanholo (2010) y Rossi et al. (2019). El estudio realizado reveló que el proceso de austeridad en Brasil asumió características particulares en relación a otros países y que no entregaron el desarrollo económico prometido. También se verificó que la austeridad va más allá de las políticas efímeras de retracción fiscal, caracterizándolas como un pilar del neoliberalismo en su actual etapa de desarrollo. En el área de la educación, la retracción fiscal representa un obstáculo para superar las desigualdades históricas y cuestiona políticas de Estado estructurales do sector.O Presente artigo tem como objetivo analisar como as políticas de austeridade foram tomadas, no Brasil e em outros países, como a principal estratégia de superação dos efeitos desencadeados pela crise global do capital ocorrida em 2008, e como a adoção destas medidas impactou nos diversos setores sociais, com destaque para a educação. Para tal tarefa, foram utilizados dados estatísticos do Banco Central e também do Portal da Transparência, além da revisão bibliográfica que elencou autores como Antunes (2015); Blyth (2017); Carcanholo (2010) e Rossi et al. (2019). O estudo realizado indicou que o processo de austeridade no Brasil assumiu contornos particulares em relação a outros países e que as mesmas não entregaram o desenvolvimento econômico prometido. Verificou-se também que a austeridade ultrapassa políticas efêmeras de retração fiscal, caracterizando-as como um pilar do neoliberalismo no seu atual estágio de desenvolvimento.
