The governance and performance of the community institutions of higher education: a multi-purpose study by Unijuí and Univates

Resumo: The aim of this study was to identify the contributions of governance in the performance of Community Institutions of Higher Education (ICES) Unijuí and Univates. The study was carried out using the paradigmatic interpretative orientation of social reality, classified as a social research with an applied purpose, through the levels of exploratory and descriptive study, with a qualitative approach. The technical procedures used were bibliographic research, multi-case study, documentary and field research. Data were collected through semi-structured interviews and data analysis was performed using the Direct Research method. The results showed that in ICES the number of students does not necessarily reflect a positive and growing economic and financial performance. Therefore, it is understood that the more qualified, engaged, restructured and preceded by planning, the members of the governance structure are, the better the results obtained. It was observed that the values and dimensions of governance were present in the analyzed periods. The institutional actors, members of the governance structure, have demonstrated improvement in management over the years, providing competitive advantage. At Unijuí, four periods of strategic changes and adaptations were identified, and at Univates three periods. Although the empirical study focuses on two specific organizations, it is reasonable to assume that this scenario, due to isomorphic factors, largely reflects the functioning dynamics of the gaucho community system of secular higher education.

El estudio se realizó utilizando la orientación interpretativa paradigmática de la realidad social, clasificada como una investigación social con un propósito aplicado, a través de los niveles de estudio exploratorio y descriptivo, con un enfoque cualitativo. Los procedimientos técnicos utilizados fueron la investigación bibliográfica, el estudio de casos múltiples, la investigación documental y de campo. Los datos se recopilaron mediante entrevistas semiestructuradas y el análisis de datos se realizó utilizando el método de Investigación Directa. Los resultados mostraron que en ICES el número de estudiantes no refleja necesariamente un desempeño económico y financiero positivo y creciente. Por lo tanto, se entiende que cuanto más calificados, comprometidos, reestructurados y precedidos por la planificación, los miembros de la estructura de gobierno sean, mejores serán los resultados obtenidos. Se observó que los valores y dimensiones de la gobernanza estaban presentes en los períodos analizados. Los actores institucionales, miembros de la estructura de gobierno, han demostrado una mejora en la gestión a lo largo de los años, proporcionando una ventaja competitiva. En Unijuí, se identificaron cuatro períodos de cambios estratégicos y adaptaciones, y en Univates tres períodos. Aunque el estudio empírico se centra en dos organizaciones específicas, es razonable suponer que este escenario, debido a factores isomórficos, refleja en gran medida la dinámica de funcionamiento del sistema comunitario gaucho de educación superior secular.O objetivo deste estudo foi identificar as contribuições da governança no desempenho das Instituições Comunitárias de Ensino Superior (ICES), Unijuí e Univates. O estudo foi realizado utilizando a orientação paradigmática interpretativista da realidade social, classificado como uma pesquisa social com finalidade aplicada, através dos níveis de estudo exploratório e descritivo, com abordagem qualitativa. Os procedimentos técnicos utilizados foram pesquisa bibliográfica, estudo multicaso, pesquisa documental e de campo. Os dados foram coletados por entrevistas semiestruturadas e a análise de dados foi realizada utilizando o método Direct Research. Os resultados demonstraram que em ICES o número de alunos não necessariamente reflete um desempenho econômico-financeiro positivo e crescente. Para tanto, compreende-se que, quanto mais qualificados, engajados, reestruturados e antecedidos por planejamento, os integrantes da estrutura de governança estiverem, melhores serão os resultados obtidos. Observou-se que os valores e as dimensões da governança estiveram presentes nos períodos analisados. Os atores institucionais, integrantes da estrutura governança, demonstraram aprimoramento da gestão com o passar dos anos, proporcionando vantagem competitiva. Na Unijuí foram identificados quatro períodos de mudanças e adaptações estratégicas, e na Univates três períodos.
