Clinic in Street Program: integrative review of the norms for the creation, implementation, and participation of Dentistry in the program

Resumo: | The Clinic in Street Program (CSP) stands out as a comprehensive health care strategy for the Homeless Population, acting in a decentralized, multiprofessional way, within the guidelines of Primary Care. An integrative literature review was carried out with the objective of analyzing the scientific production related to the program from the official documentation to its implementation. In addition, the implementation stage of the program and a cut of its performance in the metropolitan region of São Paulo were verified. The search gathered 16 articles, published between 2013 and 2018, located in the LILACS, SciELO, VHL databases and six official documents involved in the elaboration and implementation of the program found in the official databases of the federal government. Different methodological approaches were adopted in the studies found, with emphasis on observational studies. The inter-ministerial and decentralized management in the development of action strategies was highlighted in the documentation. The evolution of care practices and multidisciplinary work were also highlighted. The program currently has 166 teams, but in the National Registry of Health Establishments (CNES) there is a record of 159 throughout Brazil, 34 in the metropolitan region of São Paulo, which stands out for the number of teams and the implementation of strategies innovative solutions, such as Mobile Dental Units. Which makes us conclude that the PCR is in the process of implementation, with coverage still low in the face of demand, aggravated by the COVID-19 pandemic. highly vulnerable population. |

Se realizó una revisión integrativa de la literatura con el objetivo de analizar la producción científica relacionada con el programa desde la documentación oficial hasta su implementación. Además, se verificó la etapa de implementación del programa y un corte de su desempeño en la región metropolitana de São Paulo. La búsqueda reunió 16 artículos, publicados entre 2013 y 2018, ubicados en las bases de datos LILACS, SciELO, BVS y seis documentos oficiales involucrados en la elaboración e implementación del programa encontrados en las bases de datos oficiales del gobierno federal. Se adoptaron diferentes enfoques metodológicos en los estudios encontrados, con énfasis en los estudios observacionales. En la documentación se destacó la gestión interministerial y descentralizada en el desarrollo de estrategias de acción. También se destacó la evolución de las prácticas asistenciales y el trabajo multidisciplinario. El programa cuenta actualmente con 166 equipos, pero en el Registro Nacional de Establecimientos de Salud (CNES) hay un registro de 159 en todo Brasil, de los cuales 34 en la región metropolitana de São Paulo, que se destaca por el número de equipos y la implementación de estrategias soluciones innovadoras, como Unidades Dentales Móviles. Lo que nos hace concluir que el PCR se encuentra en proceso de implementación, con coberturas aún bajas ante la demanda, agravada por la pandemia del COVID-19, población altamente vulnerable.O Programa Consultório na Rua (PCR) destaca-se como estratégia de atendimento integral à saúde para a População em Situação de Rua, atuando de forma descentralizada, multiprofissional, dentro das diretrizes da Atenção Básica. Além disso, foi verificado o estágio de implementação do programa e um recorte da sua atuação na região metropolitana de São Paulo. A busca reuniu 16 artigos, publicados entre 2013 e 2018, localizados nas bases de dados LILACS, SciELO, BVS e seis documentos oficiais envolvidos na elaboração e implantação do programa encontrados nas bases de dados oficiais do governo federal. Diferentes abordagens metodológicas foram adotadas nos estudos encontrados, com destaque para os estudos observacionais. Destacou-se na documentação a gestão interministerial e descentralizada no desenvolvimento das estratégias de ação. A evolução das práticas de atenção e o trabalho multiprofissional foram também destacados. O programa conta atualmente com 166 equipes, porém no Cadastro Nacional de Estabelecimentos de Saúde (CNES) consta o cadastro de 159 em todo o Brasil, sendo 34 na região metropolitana de São Paulo, que se destaca pelo número de equipes e pela implementação de estratégias inovadoras, como as Unidades Odontológicas Móveis. Conclui-se que o PCR se encontra em processo de implementação, com cobertura ainda baixa frente à demanda, agravada pela pandemia da COVID-19.
