Organizational diagnosis of Santa Catarina's agricultural Defense Management System - Sigen+

Resumo: | The implementation of Information Systems (IS) in public agencies has been growing, motivated mainly by the need to modernize and improve the services and procedures provided, the management, and performance of institutions, in addition to increasing the connection with citizens. In this context, Sigen+, Cidasc's SI, has been implemented and used for the control of poultry slaughter since 2018, but it has never been diagnosed and analyzed. Therefore, this study carried out a diagnosis in Sigen+ with the objective of identifying its positive and negative characteristics and functionalities, based on users’ perception. Data were collected through the application of a questionnaire with open and closed questions, analyzed by SWOT associated with frequency analysis, Fleiss Kappa test and agreement rate. Of the 24 professionals invited to participate in the research, 17 responded to the questionnaire. The results demonstrate that there are a greater number of strengths and positive features, with emphasis on search filters, usability, and reporting with clear and complete information. There are points that need improvement, such as the absence of attributes for better injury classification and require immediate attention to reduce the risk of system failure. The analyzed screens of the system fully satisfy users in terms of information and data quality. Sigen+ proved to be a quality IS, with characteristics that determine the perception of value and satisfaction of users and with data quality. |

En este contexto, el Sigen+, SI del Cidasc, fue implementado y utilizado para el control del sacrificio de aves desde 2018, pero nunca ha sido diagnosticado y analizado. Por ello, este estudio realizó un diagnóstico en Sigen+ con el objetivo de identificar las características y funcionalidades positivas y negativas, a partir de la percepción de los usuarios. Los datos fueron recolectados a través de la aplicación de un cuestionario con preguntas abiertas y cerradas, analizados mediante análisis SWOT asociado al análisis de frecuencia, prueba de Fleiss Kappa y tasa de acuerdo. De los 24 profesionales invitados a participar de la investigación, 17 respondieron al cuestionario. Los resultados demuestran que hay un mayor número de fortalezas y características positivas, con énfasis en los filtros de búsqueda, la usabilidad e informes con información clara y completa. Hay puntos que necesitan mejorar, como la ausencia de atributos para mejor clasificación de las lesiones, y requieren atención inmediata para reducir el riesgo de falla del sistema. Las pantallas analizadas del sistema satisfacen plenamente a los usuarios en términos de calidad de la información y calidad de los datos. Sigen+ demostró ser un SI de calidad, con características que determinan la percepción de valor y satisfacción de los usuarios y con calidad de datos.A implementação de Sistemas de Informação (SI) em órgãos públicos vem crescendo, motivada principalmente pela necessidade de modernizar e melhorar os serviços prestados, os procedimentos, a gestão, o desempenho das instituições, além de aumentar o vínculo com os cidadãos. Neste contexto o Sigen+, SI da Cidasc foi implementado e utilizado para o controle do abate de aves desde 2018, mas nunca foi diagnosticado e analisado. Portanto este estudo realizou um diagnóstico no Sigen+ com o objetivo de identificar suas características e funcionalidades positivas e negativas, a partir da percepção dos usuários. Os dados foram coletados através da aplicação de um questionário com perguntas abertas e fechadas, analisados com o emprego da análise de SWOT associada a análise de frequência, teste Kappa de Fleiss e taxa de concordância. Dos 24 profissionais convidados a participar da pesquisa, 17 responderam ao questionário. Os resultados demonstram que há um maior número de forças e de funcionalidades positivas, com destaque para os filtros de pesquisa, usabilidade e emissão de relatórios com informações claras e completas. Há pontos que carecem de melhorias, como a ausência atributos para melhor classificação das lesões, e exigem uma atenção imediata, a fim de reduzir os riscos de falha do sistema. As telas analisadas do sistema satisfazem integralmente os usuários em relação a qualidade da informação e dos dados.
