Epidemiological measures in the containment of Covid-19: a highlight in the State of Pernambuco

Resumo: | Introduction: To identify the main health surveillance actions, with regard public’s policies development, to prevent pandemic’s advance since it’s arrival in Brazil, highlighting progression in State of Pernambuco. DEVELOPMENT: This is a bibliographic research which was used the following database: SciELO, Academic Google, BVS and CAPES to compile articles on the topic explored. As an inclusion criterion, brazilians surveys, published between 2017 and 2021, that addressed the action mechanisms of health surveillance and implementation’s in public health policies were prioritized. Thus it was evident that health surveillance actions initiated before the pandemic reached Brazil, with the main actions being the collection of information and the publication of Epidemiological Bulletins and Technical Notes in order to prepare “SUS” management’s for possible patients. The implementation and updating of tools for recording suspected cases assisted health professionals on their work and made it possible to provide information on cases, fake news and other transparency data. Conclusion: Despite the late implementation of security measures, health surveillance from Pernambuco played an important role in planning, conducting, organizing, inspecting, monitoring, containing damage and protecting the population’s health. The registered data also subsidize the actions and public’s policies elaboration for inspection action, guaranteeing the obligatory fulfillment recommendations of preventive measures. |

DESARROLLO: Se trata de una investigación bibliográfica en que se utilizaron las siguientes bases de datos: SciELO, Academic Google, BVS y CAPES para recopilar artículos sobre el tema explorado. Como criterio de inclusión se priorizaron las encuestas nacionales, publicadas entre 2017 y 2021, que abordaron los mecanismos de acción de la vigilancia en salud y la implementación de políticas públicas de salud. Así, se evidenció que las acciones de vigilancia de salud iniciadas antes de la pandemia llegaron a Brasil, siendo las principales acciones la recolección de información y la publicación de Boletines Epidemiológicos y Notas Técnicas con el fin de preparar el SUS para el manejo de posibles pacientes. La implementación y actualización de herramientas para el registro de casos sospechosos ayudó el trabajo de los profesionales de la salud y permitió brindar información sobre casos, “noticias falsas” y otros datos de transparencia. Conclusión: A pesar de la implementación tardía de las medidas de seguridad, la vigilancia de la salud en Pernambuco jugó un papel importante en la planificación, conducción, organización, inspección, monitoreo, contención de daños y protección de la salud de la población. Los datos registrados subsidian las acciones y subsidian la elaboración de políticas públicas para la acción fiscalizadora, garantizando la obligación de cumplir con las recomendaciones de medidas preventivas.Introdução: Identificar as principais ações da vigilância em saúde, no que diz respeito à elaboração de políticas públicas, na prevenção do avanço da pandemia desde a sua chegada ao Brasil, dando ênfase à sua progressão no Estado de Pernambuco. Desenvolvimento: Trata-se de uma pesquisa bibliográfica em que utilizou-se as bases de dados: SciELO, Google acadêmico, BVS e CAPES para reunir artigos acerca do assunto explorado. Como critério de inclusão foram priorizadas pesquisas nacionais, publicadas entre os anos de 2017 a 2021, que abordassem os mecanismos de ação da vigilância em saúde e da implementação de políticas públicas em saúde. Desse modo, evidenciou-se que as ações da vigilância em saúde iniciaram-se antes da pandemia acometer o Brasil, tendo suas principais ações a coleta de informações e publicação de Boletins Epidemiológicos e Notas Técnicas em busca de preparar o SUS para o manejo de possíveis pacientes. A implementação e atualização de ferramentas para registro de casos suspeitos auxiliou o trabalho de profissionais da saúde e permitiu a disponibilização de informações sobre casos, “fake news” e demais dados de transparência. Conclusão: Apesar da implementação tardia das medidas de segurança, a vigilância em saúde em Pernambuco desempenhou um importante papel no planejamento, condução, organização, fiscalização, monitoramento, contenção de danos e proteção da saúde da população.
