Efficient financial management of brazilian capitals: a study from the perspective of government functions

Resumo: This article aims to analyze the financial efficiency and management performance of Brazilian capitals based on Government Functions. Public management indicators at the municipal level were used to identify how municipal public resources are allocated in some government functions. The data were transformed into per capita indicators as a way of better defining criteria for comparison between Brazilian capitals. After collecting the total data of the resources allocated within each function, the quantitative population of the cities surveyed was analyzed in order to define the comparative standard. The choice of the population contingent as a divisor of the total resources allocated to the functions is based on the possible measurement, for example, of the total allocated per inhabitant in each municipality. The geographic delimitation and the empirical application of the model were carried out in the twenty-six Brazilian capitals between the period from 2014 to 2019. The results showed that 6 of the 26 capitals obtained ideal rates from the point of view of Government functions (São Paulo, Porto Alegre, Rio de Janeiro, Curitiba, Belo Horizonte and Palmas). In terms of economic-financial performance, the most financially efficient capitals were Manaus, Campo Grande, Curitiba, Vitória and Fortaleza and may serve as benchmarks for the other capitals. Comparing the two analyzes (IARPM and DEA) show similar results. Thus, it is recommended that further studies on the subject apply the proposed model in other groups of Brazilian municipalities.

Se utilizaron indicadores de gestión pública a nivel municipal para identificar cómo se asignan los recursos públicos municipales en algunas funciones de gobierno. Los datos fueron transformados en indicadores per cápita como forma de definir mejor los criterios de comparación entre las capitales brasileñas. Después de recopilar los datos totales de los recursos asignados dentro de cada función, se analizó la población cuantitativa de las ciudades encuestadas para definir el estándar comparativo. La elección del contingente poblacional como divisor del total de recursos destinados a las funciones se basa en la posible medición, por ejemplo, del total destinado por habitante en cada municipio. La delimitación geográfica y la aplicación empírica del modelo se realizaron en las veintiséis capitales brasileñas entre el período de 2014 a 2019. Los resultados mostraron que 6 de las 26 capitales obtuvieron índices ideales desde el punto de vista de las funciones de Gobierno (São Paulo, Porto Alegre, Río de Janeiro, Curitiba, Belo Horizonte y Palmas). En términos de desempeño económico-financiero, las capitales financieramente más eficientes fueron Manaus, Campo Grande, Curitiba, Vitória y Fortaleza y pueden servir de referencia para las demás capitales. La comparación de los dos análisis (IARPM y DEA) muestra resultados similares. Por lo tanto, se recomienda que más estudios sobre el tema apliquen el modelo propuesto en otros grupos de municipios brasileños.O presente artigo tem como objetivo analisar a eficiência financeira e performance da gestão das capitais brasileiras com base nas Funções de Governo. Foram utilizados indicadores de gestão pública no âmbito municipal para identificar como os recursos públicos municipais são alocados em algumas funções de governo. Os dados foram transformados em indicadores per capita como forma de melhor definir critérios de comparação entre as capitais brasileiras. Após a coleta dos dados totais dos recursos alocados dentro de cada função foram analisados o quantitativo populacional das cidades pesquisadas com o objetivo de definir o padrão comparativo. A escolha do contingente populacional como divisor do total de recursos alocados às funções é fundamentada em razão da possível mensuração, por exemplo, do total alocado por habitante em cada município. A delimitação geográfica e a aplicação empírica do modelo foram realizadas nas vinte e seis capitais brasileiras entre o período de 2014 a 2019. Os resultados mostraram que 6 capitais das 26 obtiveram índices ideais na ótica das funções de Governo (São Paulo, Porto Alegre, Rio de Janeiro, Curitiba, Belo Horizonte e Palmas). Já no desempenho econômico-financeiro as capitais mais eficientes financeiramente foram Manaus, Campo Grande, Curitiba, Vitória e Fortaleza e poderão servir de benchmarks para as demais capitais. Comparando as duas análises  (IARPM e DEA) mostram resultados semelhantes.
