The efficiency of public spending in education: an evaluation of the Serideo Potiguar region (2008-2015)

Resumo: The public administration aims to reach your goals with the minimum application of public expenditures. The comparing results obtained and the respective financial investments employed favor the construction of the efficient decision-making process well as the rationalization of the use of the resources of the public fund. In the research present it was searched, the efficiency of public expenditures on education in the Initial and Final Years of Primary Education in the Seridó region of Rio Grande do Norte evaluated through the application of the Data Envelopment Analysis (DEA), listing which municipalities appear to be efficient in the executing with education expenditures for the period from 2008 to 2015. The indicated analyzes that 84.6% municipalities of small 1 were efficient in some bienniums of the Elementary School analysis in the Years Initial, and 46.1% had their considered performances efficient in the Final Years, in at least one biennium. In the assessments of Elementary School in the Initial and Final Years of small municipalities 2, similarity was found between the scores efficiency for the units in the intervals of the Initial Years and difference between the performances only in the analyzes of the Final Years, that made the identification possible of the DMU present at the efficiency frontier.

La comparación de los resultados obtenidos y las respectivas inversiones financieras empleadas favorecen la construcción de un proceso eficiente de toma de decisiones, así como la racionalización del uso de los recursos del fondo público. Este artículo tuvo como objetivo evaluar, mediante la aplicación de la técnica de Análisis de Envoltura de Datos orientada a la Producción (DEA), la eficiencia del gasto público en educación en los Años Tempranos y Finales de la Escuela Primaria en la región de Seridó de Rio Grande do Norte, Brasil. enumerando qué municipios parecen ser eficientes en la ejecución de su gasto en educación para los años 2008 a 2015. Los análisis indicaron que el 84.6% de los municipios pequeños 1 fueron efectivos en algunos bienios de análisis de escuelas primarias en los primeros años, y el 46,1% consideró que sus actuaciones eran eficientes en los últimos años en al menos uno de los bienios. En las evaluaciones de la Escuela Primaria en los Años Tempranos y Finales de los municipios pequeños 2, hubo una similitud entre los puntajes de eficiencia para las unidades en los intervalos de los Años Tempranos y la diferencia entre el desempeño solo en los análisis de los Años Finales que permitieron la identificación de la DMU. presente en la frontera de la eficiencia.A administração pública tem como intuito o alcance de suas metas com a aplicação mínima de dispêndios públicos. Comparar os resultados obtidos e os respectivos investimentos financeiros empregados favorece a construção do processo decisório eficiente, como também a racionalização do uso dos recursos do fundo público. Na presente artigo buscou-se avaliar, por meio da aplicação da técnica de Análise Envoltória de Dados – DEA com orientação para output, a eficiência dos gastos públicos em educação nos Anos Iniciais e Finais do Ensino Fundamental na região Seridó do Rio Grande do Norte, elencando quais municípios aparecem como eficientes na execução de seus dispêndios com educação para o período de anos entre 2008 a 2015. As análises indicaram que 84,6% dos municípios pequeno porte 1 foram eficientes em alguns biênios das análises do Ensino Fundamental nos Anos Iniciais, e 46,1% tiveram seus desempenhos considerados eficientes nos Anos Finais em, no mínimo um dos biênios.
