Structural racism and the deaths of blacks from COVID-19

Resumo: Introduction: The structural racism to black people generated an attempt to hide the large number of deaths of these by COVID-19, in which racism, existing social inequalities and a public health policy insensitive to the real needs of the majority of the population joined. Objective: To establish a reflection about "Necropolitics and reflections about the black population in the context of the pandemic of COVID-19 in Brazil: a literature review" within the philosophical perspectives, the concepts of structural racism, institutional racism, necropolitics, brand prejudice and the mandatory inclusion in epidemiological records of the race/color of the victimized people. Methodology: an integrative review was carried out, data found, were established descriptively and reflexively with the philosophical perspectives predefined. Results and discussion: Although this review allowed access to this information, such not sufficient to overcome the structural racism, brand prejudice and exclusion of black people affected by COVID-19. But, it reveals a racist, exclusionary, and statist society similar to those with eugenic and obscure practices in dealing with the health of black and poor people. Final considerations: It was observed that even in the contemporary world, for structural and historical reasons, black people are more susceptible to the contagion and evolution of the COVID-19, not directly due to biological causes of their skin color or because they have a more fragile body, but by eclipsing a health policy that excludes the issues of racism and social and economic inequalities in its concrete action to combat the pandemic.

Objetivo: Estabelecer uma reflexão acerca “Necropolítica e reflexões acerca da população negra no contexto da pandemia da COVID-19 no Brasil: uma revisão bibliográfica” dentro das perspectivas filosóficas, nos conceitos de racismo estrutural, de racismo institucional, de necropolítica, do preconceito de marca e na obrigatoriedade da inclusão nas fichas epidemiológica da raça/cor das pessoas vitimadas. Metodologia: realizou-se uma revisão integrativa, dados encontrados, foram estabelecidos de forma descritiva e reflexiva com as perspectivas filosóficas pré-definidas. Resultados e discussão: Embora que esta revisão tenha permitido o acesso a estas informações, tais não suficientes para superar o racismo estrutural, o preconceito de marca e a exclusão das pessoas negras atingidas pela COVID-19. Mas, revela uma sociedade racista, excludente e estamental semelhante àquelas com práticas eugênicas e obscuras ao tratar da saúde das pessoas negras e pobres. Considerações finais: Observou-se que ainda no mundo contemporâneo por questões estruturais e históricas os negros mostraram-se mais susceptíveis ao contágio e evolução da COVID-19, não diretamente por causas biológicas da sua cor da pele ou por ter o corpo mais frágil, mas sim por eclipsar uma política de saúde excludente as questões do racismo e das desigualdades sociais e econômicas em sua ação concreta de combate a pandemia.Introducción: El racismo estructural hacia las personas negras generó un intento de ocultar el gran número de muertes de éstas por COVID-19, en el que se unieron el racismo, las desigualdades sociales existentes y una política de salud pública insensible a las necesidades reales de la mayoría de la población. Objetivo: Establecer una reflexión acerca de "Necropolítica y reflexiones acerca de la población negra en el contexto de la pandemia de COVID-19 en Brasil: una revisión bibliográfica" dentro de las perspectivas filosóficas, en los conceptos de racismo estructural, de racismo institucional, de necropolítica, del preconcepto de marca y en la obrigatoriedad de la inclusión en las fichas epidemiológicas de la raza/cor de las personas vitimadas. Metodología: se realizó una revisión integradora, los datos encontrados se establecieron de forma descriptiva y reflexiva con las perspectivas filosóficas predefinidas. Resultados y discusión: Aunque esta revisión ha permitido el acceso a estas informaciones, éstas no son suficientes para superar el racismo estructural, el preconcepto de marca y la exclusión de las personas negras atacadas por la COVID-19. Pero, revela una sociedad racista, excluyente y estamental similar a las que tienen prácticas eugenésicas y oscuras cuando se trata de la salud de los negros y los pobres.
