Legislation, educational public policies and emergency remote teaching in the City of Jaguarão/RS

Resumo: This research aims to identify and analyze which public educational policies guide emergency remote teaching during the Covid-19 pandemic in the city of Jaguarão/RS. Therefore, a study was carried out in official documents dealing with this theme. Methodologically, the nature is classified as qualitative and procedurally it is a documentary research, and the technical-methodological analysis is based on Content Analysis. The theoretical bases were based on Almeida (2018), Arruda (2020), Martins (2013), Saviani & Galvão (2021), and others. Conclusions show that the current strong aggravating factor in the educational field for the development of remote learning is the inequality in the conditions of access and use of resources and devices available on the internet. It also points to the urgency in the construction of public policies that bring to the studied educational scenario, greater investments in information and communication technologies in public basic education networks correlated to the creative teaching and learning processes.

Por ello, se realizó un estudio en documentos oficiales que tratan este tema. Metodológicamente, la naturaleza se clasifica como cualitativa y procedimentalmente es una investigación documental, y el análisis técnico-metodológico se basa en el Análisis de Contenido. Las bases teóricas se basaron en Almeida (2018), Arruda (2020), Martins (2013), Saviani & Galvão (2021), entre otros. Las conclusiones muestran que el fuerte agravante actual en el ámbito educativo para el desarrollo del aprendizaje a distancia es la desigualdad en las condiciones de acceso y uso de los recursos y dispositivos disponibles en Internet. También señala la urgencia en la construcción de políticas públicas que traigan al escenario educativo estudiado, mayores inversiones en tecnologías de la información y la comunicación en las redes públicas de educación básica correlacionadas con los procesos creativos de enseñanza y aprendizaje.Esta pesquisa tem como objetivo identificar e analisar que políticas públicas educacionais orientam o ensino remoto emergencial durante a pandemia do Covid-19, no município de Jaguarão/RS. Para tanto, foi realizado um estudo nos documentos oficiais que tratam desta temática. Metodologicamente classifica-se quanto a natureza como qualitativa e procedimentalmente é uma pesquisa documental, sendo a análise técnico-metodológica pautada na Análise de Conteúdo. As bases teóricas foram fundamentadas em Almeida (2018), Arruda (2020), Martins (2013), Saviani & Galvão (2021), e outros. Conclusões evidenciam que, o forte agravante atual no âmbito educacional para o desenvolvimento do ensino remoto é a desigualdade nas condições de acesso e uso dos recursos e dispositivos disponíveis na internet.
