Knowledge management in the public sector: a bibliometric analysis

Resumo: | Knowledge Management can contribute a lot to the success of organizations, both public and private. However, these have realized this for a long time and have been successful in actions that seek to manage knowledge, while those, have made use of this instrument more recently. Tacit knowledge, derived from the personal experience of employees of any organization, is a key element, and is sometimes lost, especially in the public sector, marked by constant changes in staff. It is essential to convert this knowledge into explicit knowledge, so that it is available and can be accessed by those who are competent. This article aims to conduct a study on publications that refer to knowledge management in the public sector, in order to answer the following question: what instruments and methods have been used by the public sector to convert tacit knowledge into explicit knowledge? The methodological proposal of the study was to carry out a research with bibliometric and qualitative analysis, in articles searched in the Web of Science database. The results of the study show that among the main instruments and methods used to convert tacit knowledge into explicit knowledge, the use of documents, programs and systems that enable the organization and availability of knowledge, facilitating its access, stands out. It was concluded that despite the recognition of the importance of knowledge management by literature, concrete initiatives for its implementation in the public sector are still timid, with room for innovation. |

Sin embargo, estos se han dado cuenta de esto desde hace mucho tiempo y han tenido éxito en acciones que buscan gestionar el conocimiento, mientras que aquellos, han hecho uso de este instrumento más recientemente. El conocimiento tácito, derivado de la experiencia personal de los empleados de cualquier organización, es un elemento clave, y en ocasiones se pierde, sobre todo en el sector público, marcado por constantes cambios de plantilla. Es fundamental convertir este conocimiento en conocimiento explícito, para que esté disponible y sea accesible para quienes sean competentes. Este artículo tiene como objetivo realizar un estudio sobre las publicaciones que se refieren a la gestión del conocimiento en el sector público, con el fin de dar respuesta a la siguiente pregunta: ¿qué instrumentos y métodos ha utilizado el sector público para convertir el conocimiento tácito en conocimiento explícito? La propuesta metodológica del estudio fue realizar una investigación con análisis bibliométrico y cualitativo, en artículos buscados en la base de datos Web of Science. Los resultados del estudio muestran que entre los principales instrumentos y métodos utilizados para la conversión del conocimiento tácito en conocimiento explícito, se destaca el uso de documentos, programas y sistemas que posibilitan la organización y disponibilidad del conocimiento, facilitando su acceso. Se concluyó que a pesar del reconocimiento de la importancia de la gestión del conocimiento por la literatura, las iniciativas concretas para su implementación en el sector público son aún tímidas, con espacio para la innovación.A Gestão do Conhecimento pode contribuir muito para o sucesso das organizações, tanto públicas, quanto privadas. Contudo, estas perceberam isso há mais tempo e têm obtido êxito em ações que buscam gerir o conhecimento, enquanto aquelas, têm feito o uso deste instrumento mais recentemente. O conhecimento tácito, oriundo da experiência pessoal dos colaboradores de qualquer organização, se constitui elemento primordial, e às vezes é perdido, principalmente no setor público, marcado pelas constantes mudanças de quadros funcionais. Faz-se fundamental a conversão desse conhecimento em conhecimento explícito, para que esteja disponível e possa ser acessado por quem é de competência. Este artigo objetiva realizar um estudo sobre as publicações que fazem referência à gestão do conhecimento no setor público, de modo a responder a seguinte questão: quais instrumentos e métodos têm sido utilizados pelo setor público para a conversão do conhecimento tácito em conhecimento explícito? A proposta metodológica do estudo foi a realização de uma pesquisa com análise bibliométrica e qualitativa, em artigos buscados na base de dados Web of Science. Os resultados do estudo mostram que dentre os principais instrumentos e métodos utilizados para a conversão do conhecimento tácito em conhecimento explícito, destacam-se o uso de documentos, programas e sistemas que possibilitam a organização e disponibilização do conhecimento, facilitando seu acesso.
