Assessment of governance in the implementation of the SDGs: Bibliographic survey of theoretical contributions to the theme (2015-2021)

Resumo: Concern about the future of the planet has awakened, in recent years, the need for change in the face of the current form of interaction between man and the environment, encompassing economic, social, environmental and institutional factors. In this sense, the UN and its member countries defined the Sustainable Development Goals (SDGs) in 2015, outlining in the 2030 Agenda an action plan for the next 15 years. However, the implementation of these objectives requires an effort aimed at transforming today's thinking and, consequently, attitudes that aim at planetary sustainability. The 2030 Agenda cites governance as a fundamental factor for sustainable development and in the implementation of these goals, indicating the need to assess possible progress and obstacles. Aiming to map works that approach the evaluation of governance in the implementation of the SDGs, as well as in other areas, to provide theoretical support and contributions to future research directed to the SDGs, a survey of articles was carried out in the Scopus and Web of Science databases in order to resolve the following question: how often does the approach to issues related to governance reach the discussion about the SDGs? There was a gap aimed at works that addressed the assessment of governance in the implementation of the SDGs in an integrated manner. However, even in small numbers, practical and theoretical studies of great contribution towards the evaluation of governance were also identified.

En este sentido, la ONU y sus países miembros definieron los Objetivos de Desarrollo Sostenible (ODS) en 2015, delineando en la Agenda 2030 un plan de acción para los próximos 15 años. Sin embargo, la implementación de estos objetivos requiere un esfuerzo encaminado a transformar el pensamiento actual y, en consecuencia, las actitudes que apuntan a la sostenibilidad planetaria. La Agenda 2030 cita a la gobernanza como un factor fundamental para el desarrollo sostenible y en la implementación de estos objetivos, indicando la necesidad de evaluar posibles avances y obstáculos. Con el objetivo de mapear trabajos que aborden la evaluación de la gobernanza en la implementación de los ODS, así como en otras áreas, para brindar sustento teórico y aportes a futuras investigaciones dirigidas a los ODS, se realizó un relevamiento de artículos en Scopus y Web of Science para resolver la siguiente pregunta: ¿con qué frecuencia el abordaje de los temas relacionados con la gobernanza llega a la discusión sobre los ODS? Hubo un vacío dirigido a trabajos que abordaran la evaluación de la gobernanza en la implementación de los ODS de manera integrada. Sin embargo, aunque en pequeño número, también se identificaron estudios prácticos y teóricos de gran contribución para la evaluación de la gobernabilidad.A preocupação com o futuro do planeta despertou, nos últimos anos, a necessidade de mudança frente à atual forma de interação entre homem e o meio ambiente, abarcando fatores econômicos, sociais, ambientais e institucionais. Nesse sentido, a ONU e seus países membros definiram os Objetivos de Desenvolvimento Sustentável (ODS) em 2015, traçando na Agenda 2030 um plano de ação para os próximos 15 anos. Contudo, a implementação desses objetivos requer um esforço direcionado à transformação do pensamento hodierno e, consequentemente, de atitudes que almejem a sustentabilidade planetária. A Agenda 2030 cita a governança como fator fundamental para o desenvolvimento sustentável e na implementação desses objetivos, indicando a necessidade de avaliação de possíveis progressos e obstáculos. Objetivando mapear trabalhos que abordassem a avaliação da governança na implementação dos ODS, assim como em outras áreas, para fornecimento de subsídio teórico e contribuições para pesquisas futuras direcionadas aos ODS, foi realizado o levantamento de artigos nas bases Scopus e Web of Science visando resolver a seguinte indagação: com que frequência a abordagem de temas relacionados à governança alcança a discussão acerca dos ODS? Foi verificada uma lacuna direcionada aos trabalhos que abordassem a avaliação da governança na implementação dos ODS de forma integrada.
