Environmental policies: an assessment of the challenges and perspectives of the municipality of Ijuí / RS

Resumo: This article aims to analyze environmental policies based on an assessment of the challenges and perspectives of the municipality of Ijuí / RS, thus contributing to the discussions on the admission of evaluation to the environmental policy cycle at the municipal level, debating challenges and expectations that arise. In this sense, a historical apparatus of the evolution of the evaluation is carried out, providing discussions of concepts, classification and ways of evaluation and finally the evaluation of environmental policies, based on the assumptions that instruments developed for the analysis of social policies allow to be adapted to measure environmental policies, and tools in the environmental field can also contribute to the evolution of the field of study. The research is classified in relation to the objectives as descriptive, in relation to the procedures as case study, had a qualitative approach, and the data collection was done through document analysis and informal interview using the model proposed by Mickwitz (2003). The conclusions show that the demand at the Municipal Environment Department is growing every day due to greater inspection and the need to comply with environmental legislation. At first, perhaps public environmental policies are seen only as obligations, but it is important to evaluate criteria related to the participation of the community and the Councils in decision-making and actions related to public policies in the environment sector.

En este sentido, se lleva a cabo un aparato histórico de la evolución de la evaluación, que brinda discusiones sobre conceptos, clasificación y formas de evaluación y, finalmente, la evaluación de las políticas ambientales, en base a los supuestos que los instrumentos desarrollados para el análisis de las políticas sociales permiten adaptarse a medida. Las políticas ambientales y las herramientas en el campo ambiental también pueden contribuir a la evolución del campo de estudio. La investigación se clasifica en relación con los objetivos como descriptiva, en relación con los procedimientos como estudio de caso, tenía un enfoque cualitativo, y la recopilación de datos se realizó mediante análisis de documentos y entrevistas informales utilizando el modelo propuesto por Mickwitz (2003). Las conclusiones demuestran que la demanda en el Departamento de Medio Ambiente Municipal está creciendo todos los días debido a una mayor inspección y la necesidad de cumplir con la legislación ambiental. Al principio, quizás las políticas ambientales públicas se consideran solo obligaciones, pero es importante evaluar los criterios relacionados con la participación de la comunidad y los Consejos en la toma de decisiones y acciones relacionadas con las políticas públicas en el sector ambiental.O presente artigo tem como objetivo a análise das políticas ambientais a partir de uma avaliação dos desafios e das perspectivas do município de Ijuí/RS, desta forma, contribuindo para as discussões sobre a admissão da avaliação no ciclo das políticas ambientais em âmbito municipal, debatendo desafios e expectativas que se apresentam. Neste sentido, é realizado um aparato histórico da evolução da avaliação, proporcionando discussões de conceitos, classificação e maneiras da avaliação e finalmente a avaliação de políticas ambientais, com base nos pressupostos de que instrumentos desenvolvidos para a análise de políticas sociais permitem ser adaptadas para aferir políticas ambientais, e ferramentas da área ambiental além disso podem contribuir para a evolução do campo de estudo. A pesquisa classifica-se em relação aos objetivos como descritiva, em relação aos procedimentos como estudo de caso, teve abordagem qualitativa, e a coleta de dados deu-se através de análise documental e entrevista informal utilizando-se do modelo proposto por Mickwitz (2003). As conclusões demonstram que a demanda na Secretaria Municipal do Meio Ambiente é cada dia mais crescente devido a maior fiscalização e a necessidade de cumprimento da legislação ambiental.
