Evaluation of the performance of health regions in the State of Rio de Janeiro

Resumo: This study aims to evaluate the performance of public health expenditure indicators in the nine Health Regions of the State of Rio de Janeiro. Data from the Public Health Budget Information System (SIOPS), in the public domain, involving the nine Health Regions of the State of Rio de Janeiro, with annual periodicity between 2007 and 2016, adjusted by the National Broad Consumer Price Index (IPCA), were extracted. Then, the data were analyzed through descriptive statistics and presented in the form of table and graph. The data showed that metropolitan regions I and II have been maintaining their total expenditures and declining per inhabitant in recent years. In contrast, the RS of the Coastal Lowland, Ilha Grande Bay and North have their expenses increasing, and it is last, the differences reach results considered pronouncedly high. These RS enjoy increases in their revenues from incentives from oil and gas production or state environmental tax incentives. It is considered that despite the high health expenses of the three RS compared to the metropolitan health regions, it cannot be inferred that the quality of the production processes and health products of the latter are worse, because the human development rates are higher in these health regions than in the RS of higher health expenditures in the period studied.

Se extrajeron datos del Sistema de Información Presupuestaria de Salud Pública (SIOPS), de dominio público, en el que participaron las nueve Regiones de Salud del Estado de Río de Janeiro, con periodicidad anual entre 2007 y 2016, ajustado por el índice nacional de precios al consumidor (IPCA). Luego, los datos se analizaron a través de estadísticas descriptivas y se presentaron en forma de tabla y gráfico. Los datos mostraron que las regiones metropolitanas I y II han mantenido sus gastos totales y disminuyendo por habitante en los últimos años. En contraste, la RS de las Tierras Bajas Costeras, Ilha Grande Bay y North tienen sus gastos aumentando, y es el último, las diferencias alcanzan resultados considerados pronunciadamente altos. Estos RS disfrutan de aumentos en sus ingresos por incentivos de la producción de petróleo y gas o incentivos fiscales ambientales estatales. Se considera que, a pesar de los elevados gastos sanitarios de los tres RS en comparación con las regiones metropolitanas de salud, no se puede deducir que la calidad de los procesos de producción y los productos sanitarios de estos últimos sean peores, porque las tasas de desarrollo humano son más altas en estas regiones de salud que en el RS de mayores gastos sanitarios en el período estudiado.Este estudo tem como objetivo avaliar o desempenho dos indicadores despesas em saúde pública nas nove Regiões de Saúde do Estado do Rio de Janeiro. Para tanto, foram extraídos dados do Sistema de Informações sobre Orçamentos Públicos em Saúde (SIOPS), de domínio público, envolvendo as nove Regiões de Saúde do Estado do Rio de Janeiro, com periodicidade anual entre os anos de 2007 a 2016, ajustados pelo Índice Nacional de Preços ao Consumidor Amplo (IPCA). Em seguida, os dados foram analisados através de estatística descritiva e apresentados sob a forma de tabela e gráfico. Os dados evidenciaram que as regiões metropolitanas I e II vem mantendo suas despesas totais e por habitantes em declínio nos últimos anos. Em contrapartidas, as RS da Baixada Litorânea, Baía da Ilha Grande e Norte apresentam suas despesas crescente, sendo que está última, as diferenças atingem resultados considerados pronunciadamente elevadas. Estas RS usufruem de acréscimos em suas receitas de incentivos oriundos da produção de Petróleo e Gás ou incentivo tributário estadual ambiental.
