State and the Violence Monopoly: public security plans in Brazil

Resumo: The exposed work aims to collaborate for the discussion of public security in Brazil, considering the need for state leadership to guarantee a safe life for its population. The aligned objective was to demonstrate the leading role of the State in the attribute of the monopoly of violence for the repression of crime in society. The qualitative methodology was the choice used in the research, consulting bibliographical and documentary sources. The result undermines the inefficiency of national plans to legitimize the state's monopoly in guaranteeing security. By way of conclusion, it demonstrates insipient advances made by Brazilian public security plans and the absence of social public policies that corroborate a safe society.

El objetivo alineado era demostrar el papel principal del Estado en el atributo del monopolio de la violencia para la represión del crimen en la sociedad. La metodología cualitativa fue la elección utilizada en la investigación, consultando fuentes bibliográficas y documentales. El resultado socava la ineficiencia de los planes nacionales para legitimar el monopolio del estado para garantizar la seguridad. A modo de conclusión, demuestra avances insipientes realizados por los planes de seguridad pública brasileños y la ausencia de políticas públicas sociales que corroboren una sociedad segura.O trabalho exposto visa colaborar para a discussão da segurança pública no Brasil, considerando a necessidade do protagonismo estatal em afiançar uma vida segura para a sua população. O objetivo alinhado foi demonstrar o papel do Estado no atributo do monopólio legítimo do uso da violência física para repressão da criminalidade na sociedade. A metodologia descritiva/qualitativa foi a escolha empregada na pesquisa consultando fontes bibliográficas e documentais. O resultado abaliza a ineficiência dos planos nacionais em legitimar o monopólio do Estado na garantia da segurança.
