How has public security been planned in Brazil? Analysis of National Security Plans and Programs implanted in the Post-Redemocratization period.

Resumo: This article analyses the motivations and the objectives proposed in the National Public Security plans and programs launched after the advent of the 1988 Federal Constitution, which are: the Plans of 1991, of 2000, of 2003, the program of 2007, known as Pronasci, the restructuring of the National Public Security Strategy at Borders in 2011, the National Pact for Reduction of Homicides in 2015, the Plan prepared in 2016 and launched in 2017, in addition to the Decemal Plan 2018-2028 recently launched and approved by the Single Public Security System Council. The objective is to analyze de reformulations proposed in the Public Security field over the past 30 years. Te analysis was made base on the formal texts and it was considered the contexts in which each plan was inserted, as well as the related legislations that operationalized the expected actions. The method used was that of biographic and documentary analysis, raising hypotheses about the advances and (dis)continuities in public security. The main conclusions are aligned with the notion that there is no necessary continuity in the implementation of public security policies and, as a consequence, it is not possible to prevent and reduce crime. It is also noticed that there is little participation of the analyzed plans. The criticism is that the planning is centralized without the expected accompaniment in their developments nor in the evaluations of the expected actions in the plans.

The criticism is that the planning is centralized without the expected accompaniment in their developments nor in the evaluations of the expected actions in the plans.: O presente artigo visa analisar as motivações e os objetivos propostos na elaboração dos Planos e Programas Nacionais de Segurança Pública lançados após o advento da Constituição Federal de 1988, que são: Os Planos de 1991, de 2000, de 2003, o Programa de 2007, mais conhecido como PRONASCI, a Reestruturação da Estratégia Nacional de Segurança Pública nas Fronteiras (a ENAFRON) em 2011, o Pacto nacional pela redução de homicídios de 2015, o Plano elaborado em 2016 e lançado em 2017, além do Plano decenal 2018-2028 recentemente lançado e aprovado pelo Conselho do SUSP. O objetivo é analisar as reformulações propostas no campo da segurança pública ao longo dos últimos 30 (trinta) anos, sendo que a análise foi feita com base nos textos formais e considerados os contextos em que cada plano esteve inserido, bem como as legislações correlatas que operacionalizaram as ações previstas nos planejamentos. O método utilizado foi o de análise documental, levantando-se hipóteses sobre os avanços e (des)continuidades na segurança pública. As principais conclusões estão alinhadas com a noção de não haver continuidade necessária na implantação de políticas de segurança pública e, em consequência, não se conseguir prevenir e reduzir a criminalidade. Também se percebe que, na quase totalidade, a população em geral não opina no processo de construção dos planos analisados.
