Classification of off-stream dams in the state of Minas Gerais in relation to potential risk and potential for envrionmental damage

Resumo: The increase in demand for water use has caused serious environmental problems and conflicts between users. Reservoirs off-stream the water bed, commonly called “Piscinões”, have been presented as a common practice for maintaining irrigated agriculture in the dry season. During the rainy season and the beginning of the dry season, the user of water resources captures more water than he needs in order to store the water resources and use them in the period of lower flows in the rivers. For a more efficient management of the safety of these hydraulic structures, it is important to know the real impact that the current pond-reservoirs can cause to the environment and the people who live in their surroundings. Inserted in this context, methods, methodologies and tools capable of measuring the value of risk through indicators were found in the technical literature and the Potential Environmental Damage methodology was adopted. The present work adopted the Potential Risk methodology proposed by COGERH and the Potential Environmental Damage proposed by FEAM. It is concluded that the tools can be adopted for a classification of reservoirs-pools, however there is room for improvement and an improvement in the management of these water structures.

Los embalses fuera del lecho de agua, comúnmente llamados “Piscinões”, se han presentado como una práctica común para el mantenimiento de la agricultura irrigada en la estación seca. Durante la temporada de lluvias y el inicio de la temporada seca, el usuario de los recursos hídricos capta más agua de la que necesita para almacenar los recursos hídricos y utilizarlos en el período de menores caudales en los ríos. Para la gestión más eficiente de la seguridad de estas estructuras hidráulicas, es importante conocer el impacto real que los embalses de corriente fuera del cauce pueden causar al medio ambiente ya las personas que viven en su entorno. Los órganos de supervisión de represas han absorbido esta competencia, en particular Igam en Minas Gerais, pero sin una definición de qué embalses deben ser monitoreados más de cerca. Insertado en este contexto, se encontraron en la literatura técnica métodos, metodologías y herramientas capaces de medir el valor del riesgo a través de indicadores y se adoptó la metodología de Daño Ambiental Potencial. El presente trabajo adoptó la metodología del Riesgo Potencial propuesta por la COGERH y la del Daño Ambiental Potencial propuesta por la FEAM. Se concluye que las herramientas pueden ser adoptadas para una clasificación de embalses-piscinas, sin embargo existe margen de mejora y mejora en la gestión de estas estructuras hídricas.O aumento da demanda pelo uso da água vem ocasionando sérios problemas ambientais e conflitos entre os usuários. Os reservatórios fora do leito hídrico, comumente denominados de “Piscinões”, tem se apresentado como uma prática comum para manutenção da agricultura irrigada no período de estiagem. Durante o período chuvoso e início do período de estiagem, o usuário de recursos hídricos faz uma captação de água superior à sua necessidade com o objetivo de armazenar os recursos hídricos e utilizá-los no período de menores vazões nos rios. Para a gestão mais eficiente da segurança dessas estruturas hidráulicas, é importante o conhecimento do real impacto que os atuais reservatórios fora do leito podem causar ao meio ambiente e as pessoas que vivem em seu entorno. Os órgãos fiscalizadores de barragens têm absorvido essa competência, em particular o Igam em Minas Gerais, mas sem uma definição de quais reservatórios devem ser mais atentamente acompanhados. Inseridos neste contexto, foram encontrados na literatura técnica métodos, metodologias e ferramentas capazes de mensurar o valor do risco por meio de indicadores e adotado a metodologia de Potencial Dano Ambiental. O presente trabalho, adotou a metodologia de Potencial Risco proposto pela COGERH e a de Potencial Dano Ambiental proposto pela FEAM.
