Impacts of inclusion of local big pools scale: The Retention Reservoir case RC5 - Taboão

Resumo: The “piscinoes”, solutions of hydraulic engineering similar as big swimming pools, that have been very common in Brazil in recent decades, with the mission of minimizing the effects of floods in large urban centers have caught the attention of the population for its significant urban impact. In São Bernardo, Mauá and São Caetano, located in São Paulo metropolitan area. The construction of these reservoirs, usually projected in regional macro scales by specialized agencies and departments, has generated significant local impacts in the the dynamics of their immediate surroundings. The constructions generate, among others consequences, devaluation of nearby areas, interruption of the urban tissue, deviations from the road network and still worry the residents with the sanitary wounds caused by the accumulation of standing water for long periods of time. The article aims to question the construction of “piscinoes” as a model to contain floods and analyze possibilities of flexible and temporary use of these spaces designed solely in the key of functionality. For this, the Containment Reservoir RC /5 - Taboão, in the city of São Bernardo do Campo/ SP, was studied.

Em cidades do ABCD paulistano como São Bernardo, Mauá e São Caetano, situadas na região metropolitana de São Paulo, a implantação dos piscinões, em geral projetados em macroescalas regionais e a critério exclusivo de agências e departamentos especializados, têm gerado significativos impactos locais e uma série de implicações na dinâmica dos seus entornos imediatos. As obras geram, entre outros, desvalorização de área próximas, interrupção do tecido urbano, desvios da malha viária e ainda preocupam os moradores com as mazelas sanitárias decorrentes do acúmulo de água parada por grandes períodos de tempo. O artigo tem como objetivos questionar a construção dos piscinões como modelo para contenção de enchentes e analisar possibilidades de usos flexíveis e temporários destes espaços projetados unicamente na chave da funcionalidade.
