Systematic Bibliographic Review about the Paraguay-Parana Waterway Hub

Resumo: | Physical integration through transport infrastructure can generate social and economic benefits because it optimizes the movement of goods and people. For the States Parties of MERCOSUR and IIRSA, the fluidity of transport networks is relevant, and the geographic configuration poses challenges to regional integration. The Paraguay-Paraná Waterway (HPP) would be a strategic route to be connected with other modes and become a central hub for regional development, however, it has been made impossible by political, economic, social, and environmental variables that impede physical fluvial integration. This article aims to know the art state regarding the Paraguay-Paraná Waterway. The methodology used was the Systematic Literature Review, and the chosen database was the Journal Portal of the Coordination for the Improvement of Higher Education Personnel (CAPES). Of 93 articles identified, only 27 are included in the research scope according to the established criteria. After analyzing and cataloging the articles, it's concluded that problems are making the integration of transport infrastructure through the Platine rivers unfeasible, due to the little participation of the private sector in project financing, lack of consensus regarding environmental impact studies, and regulatory discrepancies between national and regional bodies. |

Para los Estados Parte del MERCOSUR e IIRSA, la fluidez de las redes de transporte es relevante y la configuración geográfica plantea desafíos a la integración regional. La Hidrovía Paraguay-Paraná (HPP) sería una ruta estratégica que, conectada con otras modalidades, se convertiría en un eje central para el desarrollo regional, pero se ve imposibilitada por variables políticas, económicas, sociales y ambientales que impiden la integración fluvial física. Este artículo tiene como objetivo conocer el estado del arte de la Hidrovía Paraguay-Paraná. La metodología utilizada fue la Revisión Sistemática de la Literatura y la base de datos elegida fue el Portal de Revistas de la Coordinación para el Perfeccionamiento del Personal de Educación Superior (CAPES). Se identificaron 93 artículos, pero solo 27 fueron incluidos en el alcance de la investigación cumpliendo con los criterios establecidos. Luego de analizar y catalogar los artículos, se puede concluir que existen problemas que hacen inviable la integración de la infraestructura de transporte a través de la Cuenca del Plata, especialmente por la escasa participación del sector privado en la financiación de proyectos, la falta de consenso sobre los estudios de impacto ambiental y discrepancias regulatorias entre organismos nacionales y regionales.A integração física por meio da infraestrutura de transportes pode gerar benefícios sociais e econômicos porque otimiza a circulação de mercadorias e pessoas. Para os Estados-Partes do MERCOSUL e da IIRSA, a fluidez pelas redes de transporte é relevante e a conformação geográfica impõe desafios à integração regional. A Hidrovia Paraguai-Paraná (HPP) seria uma rota estratégica que, conectada com outros modais, tornar-se-ia um eixo central para o desenvolvimento regional, porém é inviabilizada por variáveis política, econômica, social e ambiental que barram a integração física fluvial. Este artigo tem como objetivo conhecer o estado da arte a respeito da Hidrovia Paraguai-Paraná. A metodologia empregada foi a Revisão Bibliográfica Sistemática e a base de dados escolhida foi o Portal de Periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Foram identificados 93 artigos, mas somente 27 foram incluídos no escopo da pesquisa em atendimento aos critérios estabelecidos.
