Post-New Public Management, governance and external control: a necessary dialogue

Resumo: This article aims to analyze the theoretical assumptions of P-NPM and governance in its dynamic perspective, as well as the role of external control bodies under this managerial theory that is opposed to the Weberian model. The analysis deals with the changes proposed by the post-new public management, under the direct influence of governance and the need for external control bodies in the Public Administration to dialogue with this new administrative practice. The methodology used was the descriptive as to the object of study, using the hypothetical-deductive approach. The conclusions of the work indicate that the external control bodies have a performance focused on formal aspects, based on sterile legalism, being necessary to reformulate this performance, focusing on the social results obtained, favoring the emergence of new ways of solving problems. and new institutional arrangements.

El análisis aborda los cambios propuestos por la nueva gestión pública, bajo la influencia directa de la gobernanza y la necesidad de organismos de control externo en la Administración Pública para dialogar con esta nueva práctica administrativa. La metodología utilizada fue la descriptiva del objeto de estudio, utilizando el enfoque hipotético-deductivo. Las conclusiones del trabajo indican que los organismos de control externo tienen un desempeño enfocado en aspectos formales, basado en el legalismo estéril, y es necesario reformular este desempeño, enfocándose en los resultados sociales obtenidos, favoreciendo la aparición de nuevas formas de resolver problemas. y nuevos arreglos institucionales.Este artigo tem por objetivo analisar os pressupostos teóricos do P-NPM e a governança na sua perspectiva dinâmica, assim como a atuação dos órgãos de controle externo sob essa teoria gerencial que se contrapõe ao modelo weberiano. A análise trata das mudanças propostas pelo post-new public management, sob a influência direta da governança e a necessidade dos órgãos de controle externo da Administração Pública dialogarem com essa nova prática administrativa. A metodologia utilizada foi a descritiva quanto ao objeto de estudo, valendo-se da abordagem hipotético-dedutiva.
