Public education management in Educational Districts: a reality marked by challenges and tension

Resumo: This research had as its object of study the organization of teaching in educational districts, delimiting the field of research to a case study carried out in the municipality of Quixadá, Ceará. The general objective of the research was to analyze the grouping of schools in the municipal education network in educational districts, as well as to discuss centralized management and the multiple functions performed by educational directors and coordinators. The study is organized in three stages: the first stage discusses the organization of education in Brazil, the state's duty regarding the provision of basic education. The second moment presents the types and theoretical conceptions about school management and educational management. The third and last moment deals with field research carried out through participant observation and documentary analysis, which allowed to describe, explain and analyze the organization and management of teaching in educational districts. This work made it possible to know and reflect on the organization and management of schools in the municipal school system that reverberates in the learning and school permanence of elementary school students. Management in educational districts limits the participation of school actors in school-related decision-making, in addition to interfering with administrative and pedagogical autonomy guaranteed by law. In conclusion, management in educational districts is incompatible with the principles of democratic and participatory management.

El objetivo general de la investigación fue analizar la agrupación de escuelas en la red de educación municipal en distritos educativos, así como discutir la gestión centralizada y las múltiples funciones realizadas por los directores y coordinadores educativos. El estudio está organizado en tres etapas: la primera etapa discute la organización de la enseñanza en Brasil, el deber del estado con respecto a la provisión de educación básica. El segundo momento presenta los tipos y concepciones teóricas sobre la gestión escolar y la gestión educativa. El tercer y último momento se ocupa de la investigación de campo realizada a través de la observación participante y el análisis documental, que permitió describir, explicar y analizar la organización y gestión de la enseñanza en los distritos educativos. Este trabajo permitió conocer y reflexionar sobre la organización y gestión de las escuelas en la red de educación municipal que repercute en el aprendizaje y la permanencia de los estudiantes de primaria. La gestión en los distritos educativos limita la participación de los actores escolares en la toma de decisiones relacionadas con la escuela, además de interferir con la autonomía administrativa y pedagógica garantizada por la ley. En conclusión, la gestión en los distritos educativos es incompatible con los principios de la gestión democrática y participativa.Esta pesquisa teve como objeto de estudo a organização do ensino em distritos educacionais, delimitando o campo de pesquisa a um estudo de caso realizado no município de Quixadá, Ceará. A pesquisa teve como objetivo geral analisar o agrupamento das escolas da rede municipal de ensino em distritos educacionais, bem como discutir a gestão centralizada e as múltiplas funções desempenhadas pelos diretores e coordenadores educacionais. O estudo está organizado em três momentos: o primeiro momento discute a organização do ensino no Brasil, o dever do estado quanto à oferta da educação básica. O segundo momento apresenta os tipos e concepções teóricas acerca da gestão escolar e gestão educacional. O terceiro e ultimo momento trata da pesquisa de campo realizada por meio da observação participante e da análise documental, que permitiu descrever, explicar e analisar a organização e gestão do ensino em distritos educacionais. Esse trabalho possibilitou conhecer e refletir sobre a organização e gestão das escolas da rede municipal de ensino que reverbera na aprendizagem e permanência escolar dos alunos do ensino fundamental. A gestão em distritos educacionais limita a participação dos atores escolares nas tomadas de decisões referentes à escola, além de interferir na autonomia administrativa e pedagógica garantida por lei.
