Public school management in educational districts: The school manager’s challenges and attributions

Resumo: This research had as its object of study the educational districts, which represent a teaching organization model used by some municipalities to strengthen ties and make the relationship between school and the Municipal Department of Education efficient. The main objective of the study was to analyze public school’s management in the municipal education network of Quixadá, Ceará, from the educational districts, as well as to discuss the role attributed to district directors and coordinators. As a methodological procedure, the qualitative research delimited in the case study was used. For data collection, observation, semi-structured interviews and document analysis were used. At first, the conceptual aspects that characterize public school’s management and the organization of teaching were sought through a literature review. In a second moment, the organization and management of educational districts in Quixadá were analyzed, seeking to understand how the management of schools happens and what the attributions of school managers are. The survey results indicate that management in educational districts centralizes the role of the school principal, further bureaucratizes the school administrative system, focus on the SME functions that should be performed by schools, such as the elaboration of the PPP and it diminishes the autonomy of schools. It is concluded that management in Educational Districts is incompatible with the principles of democratic and participatory management because it centralizes school management in the SME, which consequently reduces the autonomy of educational institutions.

El objetivo principal del estudio fue analizar la gestión de las escuelas públicas en la red educativa municipal de Quixadá, Ceará, desde los distritos educativos, así como discutir el rol atribuido a los directores y coordinadores distritales. Como procedimiento metodológico se utilizó la investigación cualitativa delimitada en el estudio de caso. Para la recolección de datos se utilizó observación, entrevistas semiestructuradas y análisis de documentos. En un primer momento se buscaron los aspectos conceptuales que caracterizan la gestión de las escuelas públicas y la organización de la docencia a través de una revisión de la literatura. En un segundo momento, se analizó la organización y gestión de los distritos educativos en Quixadá, buscando entender cómo ocurre la gestión de las escuelas y cuáles son las atribuciones de los administradores escolares. Los resultados de la investigación indican que la gestión en los distritos educativos centraliza el rol del director escolar, burocratiza aún más el sistema administrativo escolar, concentra funciones que deben realizar las escuelas en la Pyme, como la elaboración del PPP y reduce la autonomía escolar. Se concluye que la gestión en Distritos Educativos es incompatible con los principios de gestión democrática y participativa porque centraliza la gestión escolar en la PYME, lo que en consecuencia reduce la autonomía de las instituciones educativas.Essa pesquisa teve como objeto de estudo os distritos educacionais, os quais representam um modelo de organização de ensino utilizado por alguns municípios para estreitar os laços e tornar eficiente a relação entre escola e Secretaria Municipal de Educação. O objetivo central do estudo foi analisar a gestão das escolas públicas da rede municipal de ensino de Quixadá, Ceará, a partir dos distritos educacionais, bem como discutir a função atribuída aos diretores e coordenadores dos distritos. Como procedimento metodológico utilizou-se a pesquisa qualitativa delimitada no estudo de caso. Para a coleta de dados utilizou-se a observação, a entrevista semiestruturada e a análise documental. No primeiro momento buscou-se através da revisão de literatura os aspectos conceituais que caracterizam a gestão escolar pública e a organização do ensino. No segundo momento, analisou-se a organização e a gestão dos distritos educacionais de Quixadá, buscando entender como acontece à gestão das escolas e quais as atribuições dos gestores escolares. Os resultados da pesquisa indicam que a gestão em distritos educacionais centraliza a função do diretor escolar, burocratiza mais ainda o sistema administrativo escolar, concentram na SME funções que deveriam ser desempenhadas pelas escolas, como a elaboração do PPP e diminui a autonomia das escolas.
