Elections in 2020: What did city hall candidates propose for the environment?

Resumo: | The electoral process means a decisive moment in the creation, closure, or continuity of practices related to the socio-environmental agenda. Assuming the relevance of that context, the objective of this work is to evaluate how the environmental issue was contemplated in government plans of city hall candidates in the elections in 2020. We randomly selected three cities to evaluate, but representing a specific populational range (small, medium and big city). We developed a method that evaluates the approach related to the environment in the government plans for candidates for the city hall, being nine categories (solid waste management, water resources management, sanitation, air quality, climate change, green areas, biodiversity, sustainable development, and environmental education). We interactively defined the categories, based on environmental and public policy management scientific literature and reading the government plans. Each category was evaluated in a 0-3 scale and each plan received a final grade that represents the sum of the values of the nine categories. The environmental issue approach in the government plans was limited and below what was expected. Four plans did not mention the environmental issue and the less addressed categories were air quality, climate change and biodiversity. In some cases, the proposals showed that they have electoral interest and maybe don’t mean a legitimate environmental concern. This study did not approach partisan political issues or the application of the proposals, being these potential fields for future work. |

Asumiendo la relevancia de este contexto, este trabajo tiene como objetivo evaluar cómo se contempló el tema ambiental en las propuestas de gobierno de los candidatos a alcaldes en las elecciones de 2020. Se seleccionaron aleatoriamente tres ciudades para la evaluación, pero que representan un rango de población específico (pequeño, mediano o grande). Se desarrolló un método que evalúa el enfoque ambiental de los planes de gobierno de los candidatos a la alcaldía, utilizando nueve categorías (gestión de residuos sólidos, gestión de recursos hídricos, saneamiento básico, calidad del aire, cambio climático, áreas verdes, biodiversidad, desarrollo sostenible y educación ambiental). Las categorías se definieron de forma interactiva, con base en la literatura científica sobre gestión ambiental y políticas públicas y en la lectura de planes de gobierno. Cada categoría fue evaluada en una escala de 0 a 3, teniendo cada plan una calificación final representada por la suma de las calificaciones de las categorías. El abordaje del tema ambiental en los planes del gobierno resultó bastante limitado y abajo del necesario. Cuatro planos no hicieron referencia al medio ambiente y las categorías menos mencionadas fueron el calidad del aire, el cambio climático y la biodiversidad. En algunos casos, se ha demostrado que las propuestas son de interés electoral y pueden no representar una preocupación ambiental legítima. Este estudio no abordó cuestiones de política partidista en la concreción de las propuestas, siendo estos campos potenciales para el desarrollo de futuros trabajos.O processo eleitoral é um momento decisivo na criação, encerramento ou continuidade de práticas relacionadas à agenda socioambiental. Assumindo a relevância deste contexto, este trabalho tem como objetivo avaliar como a questão ambiental foi contemplada nas propostas de governo dos candidatos a prefeitos nas eleições de 2020. Foram selecionadas aleatoriamente três cidades para avaliação, mas representando uma faixa populacional específica (cidades pequena, média e grande). Foi desenvolvido um método que avalia a abordagem relacionada ao meio ambiente dos planos de governo dos candidatos à prefeitura, sendo utilizadas nove categorias (gestão de resíduos sólidos, gestão de recursos hídricos, saneamento básico, qualidade do ar, mudanças climáticas, áreas verdes, biodiversidade, desenvolvimento sustentável e educação ambiental). As categorias foram definidas de forma interativa, a partir da literatura científica em gestão ambiental e políticas públicas e a leitura dos planos de governo. Cada categoria foi avaliada em uma escala de 0 a 3, tendo cada plano uma nota final representada pelo somatório das notas das categorias. A abordagem da questão ambiental nos planos de governo mostrou-se bastante limitada e aquém da necessária. Quatro planos não fizeram referência nenhuma ao meio ambiente e as categorias menos mencionadas foram qualidade do ar, mudanças climáticas e biodiversidade. Em alguns casos, as propostas demonstraram ser de interesse eleitoral e talvez não representem uma preocupação ambiental legítima.
