Number of Early Childhood Education Enrollments in the Public System, from 2015 to 2018, in the State of Amapá, Brazil

Resumo: Early Childhood Education is the first stage of basic education and comprises daycare and pre-school modalities. In Brazil, since 2013, the enrollment of children from 4 years of age in preschool has become mandatory. The objective of this work was to verify the growth curve of enrollments in Early Childhood Education in the public school system, between 2015 and 2018, in the State of Amapá-Brazil. The research has a quantitative and qualitative approach, as well as the procedure used, which was the collection of information at the electronic address of the National Institute for Educational Research Anísio Teixeira - INEP and the Brazilian Institute of Geography and Statistics - IBGE and bibliographic research. The results showed that for the period investigated (2015-2018) there was an increase in enrollments in Early Childhood Education in the public network of Amapá, but in special education offered in daycare centers, there was an oscillation for the period. It is concluded that the increase in the number of enrollments in Early Childhood Education is a positive factor, however, alone, it still does not cover the social demand for this segment. There is a need for reflection on financing in education, since those who have the lowest collection capacity, the municipalities, end up being responsible for the highest costs, Early Childhood Education and Elementary Education in the initial and final years.

En Brasil, desde 2013, la inscripción de niños a partir de 4 años en preescolar se ha convertido en obligatoria. El objetivo de este trabajo fue verificar la curva de crecimiento de la matrícula de la Educación Infantil en el sistema escolar público, desde 2015 hasta 2018, en el Estado del Amapá-Brasil. La investigación tiene un enfoque cuantitativo y cualitativo, así como el procedimiento utilizado, que fue la recopilación de información en la dirección electrónica del Instituto Nacional de Investigación Educativa Anísio Teixeira - INEP y el Instituto Brasileño de Geografía y Estadística - IBGE e investigación bibliográfica. Los resultados mostraron que durante el período investigado (2015-2018) hubo un aumento en las matrículas en la Educación en la niñez en la red pública de Amapá, pero en la educación especial ofrecida en las guarderías, hubo una oscilación durante el período. Se concluye que el aumento en el número de matrículas en la Educación en la Niñez es un factor positivo, sin embargo, solo, todavía no cubre la demanda social para este segmento. Es necesario reflexionar sobre la financiación de la educación, ya que los que tienen la capacidad de recaudación más baja, los municipios, terminan siendo responsables por los costos más altos, la educación en la niñez y la enseñanza fundamental en los años iniciales y finales.A Educação Infantil é a primeira etapa da educação básica, ofertada em creches e pré-escola. No Brasil, desde 2013, passou a ser obrigatória a matrícula de crianças a partir dos 04 anos de idade na pré-escola. O objetivo deste trabalho foi verificar a curva de crescimento de matrículas da Educação Infantil na rede pública de ensino, entre 2015 e 2018, no Estado do Amapá-Brasil. A pesquisa possui uma abordagem quanti-qualitativa, assim como o procedimento utilizado, foi a realização da coleta de informações no endereço eletrônico do Instituto Nacional de Pesquisas Educacionais Anísio Teixeira – INEP e do Instituto Brasileiro de Geografia e Estatística – IBGE, além de pesquisa bibliográfica. Os resultados mostraram que para o período investigado (2015-2018), houve aumento de matrículas na Educação Infantil da rede pública do Amapá, porém na modalidade de ensino especial, ofertado em creches, houve uma oscilação para o período.  Conclui-se que o aumento o quantitativo de matrículas na Educação Infantil é um fator positivo, porém sozinho ainda não contempla a demanda social para este segmento.
