Analysis of brazilian public policies that dialogue with the self-care guidelines for the elderly: documentary research

Resumo: The objective of this study was to analyze the legislation linked to national and state public policies (Paraná), published from 1988 to 2021, which dialogue with the guidelines of self-care for the elderly. The methods used were documentary research of a retrospective and descriptive nature, of primary data, with a survey, organization and analysis of laws and resolutions related to the guidelines of self-care for the elderly. Data collection took place from May to June 2022. For data analysis, Content Analysis was used. The results were 35 normative instruments that address self-care for the elderly, with 12 national laws, a federal resolution, a bill and 21 state laws. From the content analysis, encodings based on the principles of Self-care emerged, according to Orem: health promotion, well-being, protection, leisure, safety and health. It was found that the legislation dialogued with self-care, historically evidencing progress in the dialogue on the subject, but with important gaps, mainly linked to the interests and needs of the elderly. Despite the existence of several initiatives of legislation linked to public policies that dialogue with self-care, legal regulations still do not follow the changes in the profile of this population, remaining, as a challenge, the encouragement of self-care in different population strata.

Los métodos utilizados fueron la investigación documental de carácter retrospectivo y descriptivo, de datos primarios, con levantamiento, organización y análisis de leyes y resoluciones relacionadas con las directrices del autocuidado de los ancianos. La recolección de datos tuvo lugar de mayo a junio de 2022. Se utilizó el análisis de contenido para el análisis de datos. Los resultados fueron 35 instrumentos normativos que abordan el autocuidado de los adultos mayores, con 12 leyes nacionales, una resolución federal, un proyecto de ley y 21 leyes estatales. Del análisis de contenido surgieron codificaciones basadas en los principios del Autocuidado, según Orem: promoción de la salud, bienestar, protección, ocio, seguridad y salud. Se constató que la legislación dialogó con el autocuidado, evidenciando históricamente avances en el diálogo sobre el tema, pero con vacíos importantes, principalmente vinculados a los intereses y necesidades de los ancianos. A pesar de la existencia de varias iniciativas de legislación vinculadas a políticas públicas que dialogan con el autocuidado, la normativa legal aún no acompaña los cambios en el perfil de esta población, quedando como desafío el incentivo del autocuidado en diferentes estratos poblacionales.O objetivo deste estudo foi analisar as legislações vinculadas a políticas públicas nacionais e estaduais (Paraná), publicadas de 1988 a 2021, que dialogam com as diretrizes do autocuidado da pessoa idosa. Os métodos utilizados foram a pesquisa documental de caráter retrospectivo e descritivo, de dados primários, com levantamento, organização e análise de leis e resoluções relacionadas as diretrizes do autocuidado da pessoa idosa. A coleta de dados ocorreu de maio a junho 2022. Para análise dos dados, utilizou-se Análise de Conteúdo. Os resultados foram 35 instrumentos normativos que abordam o autocuidado para pessoa idosa, sendo 12 leis nacionais, uma resolução federal, um projeto de lei e 21 legislações estaduais. Da análise de conteúdo emergiram codificações baseadas nos princípios do Autocuidado, conforme Orem: promoção da saúde, bem estar, proteção, lazer, segurança e saúde. Verificou-se que as legislações dialogaram com autocuidado, evidenciando historicamente progressos na interlocução da temática, porém com lacunas importantes, principalmente vinculadas aos interesses e necessidades da pessoa idosa.
