Telework before and during the COVID-19 pandemic: an evaluation of the perception of the public servants of the Court of Justice of the State of Goiás

Resumo: The present research aimed to assess the worker’s perception of the Court of Justice of the State of Goiás (TJGO) regarding the impacts and challenges of teleworking before and after the COVID-19 pandemic. It was a descriptive, exploratory study with a quantitative-qualitative approach based on an unpublished study in the TJGO. The results were described according to the following categories of analysis: sociodemographic profile and analysis of employees' perceptions of the impacts of teleworking, before and after the pandemic. The results showed that in relation to the age of the servers, they are mostly between 41 and 46 years old. The gender of the interviewees is mostly female. Regarding the role of civil servants, 62.8% are judicial analysts; and 16.7% are court clerks. In the second category, which was the analysis of the worker’s perception of the impacts of teleworking before and after the pandemic, it was noted in the perception of the research subjects if they had already worked in the telework format before the pandemic and 96.2% replied no. 98.7% responded that even before the pandemic, they never asked the TJGO to work in telework. Regarding the teleworking routine, 42.3% of the servers stated they had no difficulty establishing a routine. Of those interviewed, 43.6% fully agree with the quality of the Information and Communication Technology (ICT) available. The service time to the user remotely, in the view of the servers, is satisfactory, in the proportion of 46.2% of the participants who agreed.

Fue un estudio descriptivo, exploratorio con enfoque cuantitativo-cualitativo basado en un estudio inédito en el TJGO. Los resultados se describieron según las siguientes categorías de análisis: perfil sociodemográfico y análisis de las percepciones de los empleados sobre los impactos del teletrabajo, antes y después de la pandemia. Los resultados arrojaron que, con relación a la edad de los servidores, en su mayoría tienen entre 41 y 46 años. El género de los entrevistados es mayoritariamente femenino. En cuanto al rol de los servidores públicos, la mayoría 62.8% son analistas judiciales; y 16,7% secretario judicial. En la segunda categoría, que fue el análisis de las percepciones de los servidores sobre los impactos del teletrabajo, antes y después de la pandemia, se notó en la percepción de los sujetos de investigación, si ya habían trabajado en el formato de teletrabajo antes de la pandemia, y el 96,2% respondió que no. El 98,7% respondió que incluso antes de la pandemia, nunca solicitaron al TJGO trabajar en el régimen de teletrabajo. En cuanto a la rutina del teletrabajo, el 42,3% de los servidores manifestaron no tener dificultad para establecer una rutina. De los entrevistados, el 43,6% está totalmente de acuerdo con la calidad de las Tecnologías de la Información y la Comunicación (TIC) disponibles. El tiempo de atención al usuario de forma remota, a juicio de los servidores, es satisfactorio, en la proporción del 46,2% de los participantes que estuvo totalmente de acuerdo.A presente pesquisa teve como objetivo aferir as percepções dos servidores do Tribunal de Justiça do Estado de Goiás (TJGO) com relação aos impactos e desafios do teletrabalho antes e após à pandemia da COVID-19. Tratou-se de um estudo descritivo, exploratório com abordagem quanti-qualitativa a partir de um estudo inédito no TJGO. Nos resultados foram descritos conforme as seguintes categorias de análise: perfil sociodemográfico e análise das percepções dos servidores sobre os impactos do teletrabalho, antes e após à pandemia. Os resultados demonstraram que em relação à idade dos servidores, estes em sua maioria possuem entre 41 e 46 anos de idade. O gênero dos entrevistados em sua maioria é do sexo feminino. Acerca da função dos servidores, a maioria 62,8% são analistas judiciários; e 16,7% escrivão judiciário. Na segunda categoria que foi a análise das percepções dos servidores sobre os impactos do teletrabalho, antes e após à pandemia, notou-se na percepção dos sujeitos de pesquisa, se já haviam trabalhado no formato de teletrabalho antes da pandemia, e 96,2% responderam que não. 98,7% responderam que mesmo antes da pandemia, nunca solicitaram ao TJGO para atuarem no regime de teletrabalho. Sobre a rotina do teletrabalho, 42,3% dos servidores afirmaram que não tiveram dificuldade em estabelecer uma rotina. Dos entrevistados, 43,6% concordam totalmente com a qualidade da Tecnologia de Informação e Comunicação (TICs) disponibilizadas.
