AEE for Multifunctional Resource Rooms: Legal, Pedagogical and Organizational Aspects

Resumo: Inclusive education is a right guaranteed in the Federal Constitution for all students and the realization of this right must be fulfilled by education networks, indiscriminately. The present study deals with a bibliographical research about the Specialized Educational Assistance (AEE), with emphasis on the Multifunctional Resource Rooms (SEM), the legal, pedagogical and organizational aspects of this teaching modality. The Multifunctional Resource Rooms are the most widespread spaces for carrying out Specialized Educational Services (AEE). In them, teacheres with specialized training act as important mediators between the target audience of Special Education students, their families and teachers in the common classroom. In this institute, this article brings reflections and presents the main normative landmarks linked to the trajectory of the Resource Rooms. Methodologically, the article is based on authors such as Mendes (2021), Quadros (2020), Brazil (2010) and Dubuc (2015), with the research studies indexed in the databases: Coordination for the Improvement of Higher Education Personnel (Capes), Google Scholar and Scientific Electronic Library Online (Scielo). It was noticed that the implementation of multifunctional resource rooms in common schools of the public education network meets the need to promote the conditions of access, participation and learning of students target audience of special education in regular education, enabling the provision of educational service specialized, not a substitute for schooling. In summary, all special education students must be enrolled in common classes, in one of the stages, levels and modalities of basic education, with AEE offered in the opposite shift to regular education.

El presente estudio trata de una investigación bibliográfica sobre la Asistencia Educativa Especializada (AEE), con énfasis en las Salas de Recursos Multifuncionales (SEM), los aspectos legales, pedagógicos y organizativos de esta modalidad de enseñanza. Las Salas de Recursos Multifuncionales son los espacios más difundidos para la realización de Servicios Educativos Especializados (AEE). En ellos, los docentes con formación especializada actúan como importantes mediadores entre el público objetivo de los alumnos de Educación Especial, sus familias y los docentes del aula común. En este instituto, este artículo trae reflexiones y presenta los principales hitos normativos vinculados a la trayectoria de las Salas de Recursos. Metodológicamente, el artículo se basa en autores como Mendes (2021), Quadros (2020), Brasil (2010) y Dubuc (2015), con los estudios de investigación indexados en las bases de datos: Coordinación para el Perfeccionamiento del Personal de Educación Superior (Capes), Google Scholar y Scientific Electronic Library Online (Scielo). Se percibió que la implementación de salas de recursos multifuncionales en las escuelas comunes de la red pública de educación responde a la necesidad de promover las condiciones de acceso, participación y aprendizaje de los estudiantes del público objetivo de la educación especial en la educación regular, posibilitando la prestación del servicio educativo especializado, no es un sustituto de la escolarización. En resumen, todo estudiante de educación especial debe estar matriculado en clases comunes, en alguna de las etapas, niveles y modalidades de la educación básica, ofreciéndose la AEE en turno opuesto a la educación regular.A educação inclusiva é um direito assegurado na Constituição Federal para todos os alunos e a efetivação desse direito deve ser cumprida pelas redes de ensino, indiscriminadamente. O presente estudo trata de uma pesquisa bibliográfica acerca do Atendimento Educacional Especializado (AEE), tendo como ênfase as Salas de Recursos Multifuncionais (SEM), os aspectos legais, pedagógicos e organizacionais desta modalidade de ensino. As Salas de Recursos Multifuncionais são os mais difundidos espaços para a realização do Atendimento Educacional Especializado (AEE). Nelas, docentes com formações especializadas atuam como importantes mediadores entre o estudante público-alvo da Educação Especial, seus familiares e os professores da sala de aula comum. Nesse instituto, este artigo traz reflexões e apresenta os principais marcos normativos ligados à trajetória das Salas de Recursos. Metodologicamente, o artigo está embasado em autores como Mendes (2021), Quadros (2020), Brasil (2010) e Dubuc (2015), tendo os estudos de investigação indexados nas bases de dados: Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes), Google Acadêmico e Scientific Electronic Library Online (Scielo). Percebeu-se que a implantação das salas de recursos multifuncionais nas escolas comuns da rede pública de Ensino atende a necessidade de promover as condições de acesso, participação e aprendizagem dos alunos público-alvo da educação especial no ensino regular, possibilitando a oferta do atendimento educacional especializado, de forma não substitutiva à escolarização.
