Competences management: analysis of implementation at the Federal University of Santa Maria

Resumo: Linking the competences to the management methodologies is an urgency for the public service. In this sense, this article aimed to analyze the construction of processes for the implementation of competency management (GC) at the Federal University of Santa Maria (UFSM). For that, an exploratory-descriptive, qualitative and applied field research was carried out. Data were collected through nine semi-structured individual interviews and documentary analysis. The analysis took place through the Content Analysis Technique. The results showed that the UFSM has defined and is currently carrying out three main steps for the implementation of the GC: the sensitization of the servers, the identification of organizational competencies and the mapping of individual competencies. Were listed as challenges/difficulties of the process: lack of exclusive dedication of the GC Commission to the activities; the fact that it is a new and complex model in the public service; sensitization; reduced staff; high volume of work; resistance of servers; and doubts about the support of managers. It was discussed how the process is taking place in the University and were listed guidelines so that the GC is implemented in the best possible way in the Institution.

En este sentido, este artículo tuvo como objetivo analizar la construcción de procesos para la implementación de la gestión por competencias (KM) en la Universidad Federal de Santa María (UFSM). Para ello, se realizó una investigación de campo exploratoria-descriptiva, cualitativa y aplicada. Los datos fueron recolectados a través de nueve entrevistas individuales semiestructuradas y análisis documental. El análisis se realizó mediante la técnica de análisis de contenido. Los resultados mostraron que la UFSM ha definido y está llevando a cabo, hasta el momento, tres pasos principales para la implementación de la GC: la sensibilización de los servidores públicos, la identificación de habilidades organizacionales y el mapeo de habilidades individuales. Se enumeraron los desafíos / dificultades del proceso: falta de dedicación exclusiva de la Comisión de GC a las actividades; el hecho de que es un modelo nuevo y complejo en el servicio público; conciencia; equipo reducido; gran volumen de trabajo; resistencia del servidor; y duda sobre el apoyo de los directivos. Se discutió cómo está ocurriendo el proceso en la Universidad y se enumeraron los lineamientos para que la GC sea implementada de la mejor manera posible en la Institución.Associar as competências às metodologias de gestão é uma urgência para o serviço público. Nesse sentido, este artigo objetivou analisar a construção de processos para a implementação da gestão por competências (GC) na Universidade Federal de Santa Maria (UFSM). Para tanto, realizou-se uma pesquisa de campo exploratória-descritiva, qualitativa e aplicada. Os dados foram coletados por meio de nove entrevistas individuais semiestruturadas e análise documental. A análise ocorreu por meio da Técnica de Análise de Conteúdo. Os resultados mostraram que a UFSM definiu e está realizando, até o momento, três principais etapas para a implementação da GC: a sensibilização dos servidores, a identificação das competências organizacionais e o mapeamento das competências individuais. Foram elencados como desafios/dificuldades do processo: falta de dedicação exclusiva da Comissão de GC às atividades; o fato de ser um modelo novo e complexo no serviço público; sensibilização; equipe reduzida; grande volume de trabalho; resistência dos servidores; e dúvida quanto ao apoio dos gestores.
