Reflexions about school managers capacity: an analyze at the public schools from Teófilo Otoni/MG

Resumo: The Public Education is one of the main abilities on the State Administration, and that’s why, the big responsibility is attributed to the school management, in which the capacity is considered by studious of the area as fundamental condition to the implementation and leading the educational politics. As a consequence, this study set as a goal analyze the capacity received by managers of the public schools that offer the primary education located in Teófilo Otoni./MG. It’s about a descriptive study, of qualitative kind, developed by bibliographic meanings, documental and on camp. The data collected were processed using the content analyze. It was noticed that the initial academic formation of the managers interviewed didn’t contributed so much for their acting as managers, and the empiric capacity was elected as a support for the management exercise. However, even added, both isn’t enough to prepare them to the diary challenges of school management. Five of the seven managers interviewed participated of the Distance Training Program for School Managers (Progestão) that revealed outdated and minus useful on the school’s managerial demands. Besides this, didn’t had participation of the managers in any other institutional program of capacity, what impose in the decisions took at daily lived experience on the academic routine.

Delante de eso, ese estudio apuntó analizar la capacitación recibida por los gestores de las escuelas del estado que ofrecen la educación básica ubicadas en Teófilo Otoni/MG. Se trata de un estudio descriptivo, de naturaleza cualitativa, desarrollado por medios de pesquisas bibliográficas, documental y de campo. Los datos colectados fueron tratados utilizándose la analiza de lo contenido. Se observó que la formación académica inicial de los directores entrevistados poco ayudó para la actuación de ellos mientras como gestores, y la capacitación empírica fue elegida como el suporte a lo ejercicio de la gestión. Sin embargo, aun que añadidas, ambas no son suficientes para prepararlos a los desafíos diarios de la gestión escolar. Cinco de los sietes gestores entrevistados participaron de lo Programa de Treinamento a Distancia de Gestores Escolares (Progestão) que se reveló desactualizado y poco rentable en las demandas gerenciales de las escuelas. Adicionalmente, no hube participación de los gestores en ninguno otro programa institucional de capacitación, o que impone la tomada de decisiones a las experiencias vividas en la rutina escolar.A Educação pública é uma das principais competências na administração do Estado, e por isso, grande é a responsabilidade atribuída à gestão escolar, na qual a capacitação é considerada por estudiosos da área como condição fundamental à implementação e condução das políticas educacionais. Diante disso, este estudo objetivou analisar a capacitação recebida pelos gestores das escolas estaduais que oferecem a educação básica localizadas em Teófilo Otoni/MG. Trata-se de um estudo descritivo, de natureza qualitativa, desenvolvido por meio de pesquisa bibliográfica, documental e de campo. Os dados coletados foram tratados utilizando-se a análise de conteúdo. Observou-se que a formação acadêmica inicial dos diretores entrevistados pouco contribui para a atuação deles enquanto gestores, e a capacitação empírica foi eleita como o suporte ao exercício da gestão. Entretanto, ainda que somadas, as duas não são suficientes para prepará-los aos desafios diários da gestão escolar. Cinco dos sete gestores entrevistados participaram do Programa de Capacitação à Distância de Gestores Escolares (Progestão) que se revelou desatualizado e pouco proveitoso nas demandas gerenciais das escolas.
