Use of veterinary laboratories in carrying out human tests in the face of the health crisis of COVID-19 in Brazil in 2020

Resumo: | The aim of this work was to investigate the dual use of veterinary laboratories in carrying out human tests during the COVID-19 pandemic in Brazil in 2020. The methodology adopted used bibliographic research techniques, of an applied nature, descriptive type, through exploratory reading and general and in-depth review of the theme. The use of veterinary laboratory services represented 9.58% of the laboratories that performed RT-qPCR COVID-19 tests, with 3.34% of tests performed and an average of 3,072 tests, being one of the lowest averages of the registered laboratories. The article highlights the relevance and potential of dual use of veterinary laboratories for the security of the country in the face of health crises, collaborating with the diagnosis of COVID-19. During the pandemic, it became clear that there is a need for greater mobilization of veterinary laboratories and human resources. Other veterinary laboratories may be available in the future and make their structure, equipment and technical personnel available to contribute to health services in Brazil. It is important to develop a security policy and a strategy of national security, with an improvement in the capacity to respond more efficiently in cases of confrontation of new epidemics and pandemics. Therefore, it is concluded that despite few laboratories have been used, the use of veterinary laboratories is of great relevance, especially in situations when there is an extraordinary increase in the demand for diagnostic tests of human samples in the health service. |

La metodología adoptada utilizó técnicas de investigación bibliográfica, de carácter aplicado, de tipo descriptivo, mediante lectura exploratoria y revisión general y en profundidad del tema. La utilización de los servicios de laboratorio veterinario representó el 9,58% de los laboratorios que realizaron pruebas de RT-qPCR COVID-19, con el 3,34% de las pruebas realizadas y un promedio de 3.072 pruebas, siendo uno de los promedios más bajos de los laboratorios registrados. El artículo destaca la relevancia y potencialidad del empleo dual de los laboratorios veterinarios para la seguridad del país ante crisis sanitarias, colaborando con el diagnóstico de COVID-19. Durante la pandemia, quedó claro que existe la necesidad de una mayor movilización de los laboratorios veterinarios y los recursos humanos. Otros laboratorios veterinarios pueden estar disponibles en el futuro y poner a disposición su estructura, equipo y personal técnico para contribuir a los servicios de salud en Brasil. Es importante desarrollar una política y una estrategia de seguridad nacional, mejorando la capacidad para responder de manera más eficiente a nuevas epidemias y pandemias. Por tanto, se concluye que si bien se han utilizado pocos laboratorios, el uso de laboratorios veterinarios es de gran relevancia, especialmente en situaciones en las que existe un aumento extraordinario de la demanda de pruebas diagnósticas sobre muestras humanas en el servicio de salud.O objetivo deste trabalho foi investigar o emprego dual de laboratórios veterinários na realização de testes humanos durante a pandemia de COVID-19 no Brasil em 2020. A metodologia adotada utilizou técnicas de pesquisa bibliográfica, de natureza aplicada, do tipo descritiva, através de leitura exploratória e revisão geral e aprofundada do tema. A utilização dos serviços de laboratórios veterinários representou 9,58% dos laboratórios que realizaram testes RT-qPCR COVID-19, com realização de 3,34% dos testes e média de 3.072 testes, sendo uma das menores médias dos laboratórios registrados. O artigo evidencia a relevância e o potencial do emprego dual dos laboratórios veterinários para a segurança do país diante de crises sanitárias, colaborando com diagnóstico de COVID-19. Durante a pandemia evidenciou-se que há a necessidade de uma mobilização maior de laboratórios veterinários e de recursos humanos. Outros laboratórios veterinários poderão se prontificar futuramente e disponibilizar sua estrutura, equipamentos e pessoal técnico para contribuir com os serviços de saúde do Brasil. É importante desenvolver uma política e uma estratégia de segurança nacional, com aprimoramento na capacidade de responder com mais eficiência em casos de enfrentamentos de novas epidemias e pandemias.
