Urban tourism planning for sustainability - A literature review

Resumo: | In the context of globalization, the competitiveness of the tourist destination is increasingly a foundation of economies that depend directly on this activity (Garau-Taberner, 2007). Tourist destinations must implement processes of action, where the competitive strategy (Ferreras, 2010) is a reality. The emergence of tourist facilities and services contribute to a new urban identity, characterizing urban tourism. The aim of this theoretical essay is to present a brief theoretical framework, through a critical analysis of the literature, that justifies the possibility of relating the concepts of tourism, tourism, urban tourism demand, planning - as a process towards sustainability - and the use of technologies - as a factor that influences the growth of local accommodations - current trends in the tourism sector. The results prove that competitiveness can be seen as the ability to efficiently generate, process and apply knowledge in a global network of interaction, aiming at productivity, local competitiveness (Castells, 2000) and sustainable planning (Costa, 2003). However, despite the existence of a global environment, competitiveness is a potentially localized process (Porter, 1989). Faced with this ambiguity, territory emerges as a determining factor for the sector's competitiveness (Buhalis, 2000; Ritchie & Crouch, 2003). |

Los destinos turísticos deben implementar procesos de acción, donde la estrategia competitiva (Ferreras, 2010) sea una realidad. La aparición de instalaciones y servicios turísticos contribuye a una nueva identidad urbana, que caracteriza al turismo urbano. El objetivo de este ensayo teórico es presentar un breve marco teórico, a través de un análisis crítico de la literatura, que justifique la posibilidad de relacionar los conceptos de turismo, turismo, demanda de turismo urbano, planificación - como proceso hacia la sostenibilidad - y el uso de tecnologías - como factor que influye en el crecimiento de los alojamientos locales - tendencias actuales del sector turístico. Los resultados demuestran que la competitividad puede considerarse como la capacidad de generar, procesar y aplicar eficientemente el conocimiento en una red mundial de interacción, con miras a la productividad, la competitividad local (Castells, 2000) y la planificación sostenible (Costa, 2003). Sin embargo, a pesar de la existencia de un entorno mundial, la competitividad es un proceso potencialmente localizado (Porter, 1989). Ante esta ambigüedad, el territorio surge como un factor determinante para la competitividad del sector (Buhalis, 2000; Ritchie & Crouch, 2003).No contexto da globalização a competitividade do destino turístico é cada vez mais um alicerce das economias que dependem diretamente desta atividade (Garau-Taberner, 2007). Os destinos turísticos devem efetivar processos de ação, onde a estratégia competitiva (Ferreras, 2010) seja uma realidade. O surgimento de equipamentos e serviços turísticos contribuem para a uma nova identidade urbana, caracterizando o turismo urbano. O objetivo do presente estudo é apresentar um breve quadro teórico, através de uma revisão de literatura, que justifique a possibilidade de relacionar os conceitos de turismo, turista, procura turística urbana, planeamento - como processo com vista à sustentabilidade - e o uso tecnologias - como fator que influencia o crescimento dos alojamentos locais -, tendências atuais do setor turístico. Os resultados comprovam que a competitividade pode ser vista como a capacidade de gerar, processar e aplicar eficientemente o conhecimento numa rede global de interação, com visa à produtividade, à competitividade local (Castells, 2000) e ao planeamento sustentável (Costa, 2003). Contudo, apesar da existência de um ambiente global, a competitividade é um processo potencialmente localizado (Porter, 1989).
