The territory from rio das Fêmeas: considerations on environmental management in São Desidério, State of Bahia, Brazil

Resumo: Rio das Fêmeas, their multiple uses and their surroundings, constitute a relevant place to be considered for the understanding of territorial ordering and management by the State of Bahia due to the complexity of the relationship between environment and society and the direct influence of the management of the River Basin Grande and its territory in the maintenance of the Urucuia Aquifer System and the São Francisco River. The objective of this work was to discuss this interwoven and complex interrelation in the West of Bahia, from the municipality of São Desiderio, where Rio das Fêmeas has its source and mouth, being a means of production to the agribusiness production chain, influencing the state management process that territory. This is qualitative exploratory research, with documentary analysis (national, state and municipal legislation; environmental management and water resources), secondary data collection (area and production of the main agricultural activities) and observations with on-site visits, focusing on - territorial management and socio-environmental issues surrounding the Rio das Fêmeas. It was observed that the current model for the exploration of agribusiness (irrigation; suppression of vegetation; intensive cultivation)) and energy generation (SHPPs) of the Rio das Females produces negative impacts in the Rio Grande Basin and, by extension, in the Urucuia Aquifer System , characterizing depletion of surface water reserves, from the water recharge system, flow, water and soil pollution, consequent quality of life of the population, by the dynamics of the system of actions that constitutes Territory Management with government and non-state policies.

Grande y su territorio en el mantenimiento del Sistema Acuífero Urucuia y el Río São Francisco. Se trata de una investigación exploratoria cualitativa, con análisis documental (legislación nacional, estatal y municipal; gestión ambiental y recursos hídricos), recolección de datos secundarios (área y producción de las principales actividades agrícolas) y observaciones con visitas in situ, con foco en - Gestión territorial y cuestiones socioambientales en torno al Fêmeas. Se observó que el modelo actual para la exploración de agronegocios (riego; supresión de vegetación; cultivo intensivo)) y generación de energía (SHPPs) del Río das Hembras produce impactos negativos en la Cuenca del Río Grande y, por extensión, en el Sistema Acuífero Urucuia. , caracterizando el agotamiento de las reservas de aguas superficiales, desde el sistema de recarga de agua, la contaminación de caudales, aguas y suelos, consecuente calidad de vida de la población, por la dinámica del sistema de acciones que constituye la Gestión Territorial con políticas gubernamentales y no estatales.O Rio das Fêmeas, seus múltiplos usos e seu entorno, se constituem como lugar relevante a ser considerado para a compreensão da ordenação e gestão territorial pelo Estado da Bahia devido à complexidade da relação ambiente e sociedade e a influência direta da gestão da Bacia do Rio Grande e seu território na manutenção do Sistema Aquífero Urucuia e do Rio São Francisco. O objetivo deste trabalho foi discutir esta imbricada e complexa interrelação no Oeste baiano, a partir do município de São Desiderio, onde o Rio das Fêmeas tem sua nascente e foz, sendo meio de produção à cadeia produtiva do agronegócio, influenciando o processo de gestão estadual desse território. Trata-se de pesquisa exploratória de natureza qualitativa, sendo realizadas análise documental (legislação nacional, estadual e municipal; gestão ambiental e recursos hídricos), coleta de dados secundários (área e produção das principais atividades agrícolas) e observações com visita in loco, enfocando-se a gestão territorial e questões socioambientais do entorno do Rio das Fêmeas.
